PARIS UPI — The Gaullist victory over Leftist and Communist opposition in the parliamentary by-election on the island of Corsica has given a lift to the hard-pressed supporters of President Charles de Gaulle. The reelection of incumbent Jean Paul Rocca-Serra Sunday to his seat in the National Assembly was the first Gaullist success in several months. The by-election was held because of “irregularities” In the national elections earlier this year. De Gaulle has been under fire recently, particularly for his “neutral” stand In the Middle East crisis and his public supI port for French Nationalists in Canada.

Gaullists have only a bare onevote majority in the assembly, are torn by internal differences and the opposition will spare no effort to deal them a new set-

back.

Opposition leaders are confident a Gaullist defeat in county elections and the three by elections would further widen the cleavage betw-een De Gaulle’s democratic union for the Fifth Republica and the small but vocal and vital ally, the Republican Indepedents of ex-finance minister Valery Giscard D'Estaing.

Kiwonis elect

Political observers predicted Rocca-Serra would be reelected, pointing out the 53-year-old mayor of Corte-Bartene and prominent physician and landlord holds a solid electoral base on the poverty-stricken island where Napoleon Bonaparte waa bom. The final count, however, showed he had lost strength while both the Communist and Leftist candidates made gains. Gaullists leaders know that other, tougher political tests lie ahead in the coming weeks and months that will sorely try their battered coalition. The first major test is set for Sept. 24-Oct. 1 when Frenchmen will elect in nationwide voting 1,700 members of General Councils or departmental country Assemblies. On those dates also will be held three more National Assembly by elections decreed because of irregularities detected in the March general elections. Normally, county elections in France are fought over water irrigation projects, road construction, schools, train schedules for commuters and other local issues.
