Tu—diy, Auguit t, 1967 Banks may be breaking the law WASHINGTON UPI—Chairman Wright Patman of the House Banking Committee said Monday that banks may be breaking the law by issuing credit cards. In a House speech, the Texas Democrat said “I strongly suspect that issuing a credit card, In contrast to issuing a certified check, a letter of credit or even a bank note ... is an illegal activity, particularly for national banks.” Patman said the comptroller of the currency ought to file a test case against the practice, which a banking committee source said had spread to at least 700 banks by last spring, “before too many bank directors get themselves in too deep.”

WASHINGTON UPI — Market prices for fed beef cattle are heading up, the Agriculture Department predicted today in a livestock and meat situation report. For hogs, the report said prices may hit a seasonal dip in the fall, but may still run a little above last year’s average for the October-December period. Summer marketing of fed beef cattle probably will be up slightly from one year ago but down slightly from this spring’s level, the report said. By fall, the volume of beef cattle marketing is expected to be down belqw 1966 levels. Translating this supply outlook into a price forecast, government economists said a slight increase in steer prices is likely later this summer. Prices were expected to he moderately above the July-Sep-tember, 1966, average of $25.79 per hundredweight. Next fall, the experts said prices should strengthen further and average considerably above the $25-a-hundredweight figure for October-December of 1966. The Agriculture Department report said hog producers are cutting back their output in a reaction to last year’s low prices and high costs. As a result, economists said, while production Is still above year-ago levels, this margin Is narrowing. By fall, hog production is expected to drop below last year’s levels. The report added that lamb prices probably will show some seasonal decline this fall, but are expected to average a little above last year’s levels during the rest of the summer and fall.

UPI — A bomb wired to the car of Piedmont Circuit Solicitor district attorney Floyd Hoard exploded with a tree-shattering roar today when he turned on the ignition key, killing him instantly. “He hit the switch key and the car blew up and that’s all we know,” said Sheriff L.G. Perry. Hoard, 40 solicitor of the three-county circuit for three years, was preparing to drive to the courthouse to open the August grand jury. Among the indictments he was seeking were some against men arrested in what authorities said weis the breakup of a car-theft ring operating largely in the Atlanta area, south of here. Rules on salaries INDIANAPOLIS UPI — Attorney Genersd John J. Dillon said Monday that salaries of municipal utilities employes should be set by utility service boards or boards of public works instead of the mayor. The legal opinion applies to cities of the third, fourth and fifth classes. It was requested by Richard L. Worley, state examiner of the State Board of Accounts. The opinion held that the salaries are regulated by a 1933 law and that it is not set aside by a 1959 statute which gives mayors general control of city workers.

Boy fatally iajured ATLANTA UPI — A 3-year-old Atlanta boy died on the way to Riley Hospital in Indianapolis Monday after he was hit by a truck driven by his mother, Mrs. Mitchell Jackson, as she drove the vehicle into a garage. Danny Wade Jackson, R.R. 2, Atlanta, died as the ambulance sped into the outskirts of the capital city. Blast wounds four MANILA UPI — An eightinch shell accidentally exploded Monday wounding four Filipinos at the ammunition depot at the Subic Bay American naval base, where the U.S. aircraft carrier Forrestal is undergoing repairs from fire and explosions that killed 131 sailors. The Filipinos were defusing the projectile when it exploded, reports said. There were no Americans hurt.
