Wall Street Chatter NEW YORK UPI -Hornblower & Weeks Hemphill, Noyes says hesitation and consolidation in the stock market can be regarded as "logical” following the vigorous rebound of recent weeks. The analyst says the manner in which representative averages have surged in the face of unfavorable interim earnings statements can be interpreted as constructive.

Bache ft Co. points out that a number of optimistic economic indicators are at hand, such as indications of improved steel business in the fall and some favorable oil industry earnings reports. The company says the momentum generated on the move through the 885 resistance high of the Dow Jones industrial average apparently has not diminished meaningfully and that the near term outlook continues to favor the bulls.

E. F. Hutton ft Co. Inc. notes the Dow Jones industrial average has been acting well recently in giving relatively little ground considering its sharp runup since the beginning of the month. The company says the average soon should make a new and "successful” assault on its early May highs.

The Lighter Side (By DICK WEST) WASHINGTON UPI — Say you are a senator God forbid! and there is this project that will mean a lot to your home state if you can get it approved. So you set it out on the back stoop to see if the cat will lick

it

Then the Budget Bureau comes along and gives it an adverse report. Furthermore, the report is written in the exasperating lingo for which the Budget Bureau is famous. You would be pretty teed off, wouldn’t you? Sen. Lee Metcalf, D-Mont, recently had an experience of this sort. The Budget Bureau put the knock on a plan to use a surplus air base in Montana for a training and business center. Metcalf was so incensed it moved him to satire. Which is almost as rare in senators as inferiority complexes. Taking quill in hand, he lined out a treatise on what might have happened if Queen Isabella had had a budget bureau when Christopher Columbus came to Spain in quest of funds: “Your majesty: One, Christopher Columbus, has suggested that inasmuch as the world is round it might be possible to sail westward across the ocean beyond the Azores and the Geats of Hercules and find a shorter route to the fabled wealth of the Indies. "In accord with standard operating procedure (SOP) you have requested an opinion as to the desirability and feasibility of such a proposal. "We are in accord with the desire of Your Majesty to find a shorter trading route. However, we must point out that there is no evidence that the Indies really exist. "This Columbus would have a fleet of three ships to sail westward. At this particular time you must realize that we are busily engaged in assembling an armada and need every ship available for that purpose. Of course, we don’t need to remind you that there is a war on. "It is questionable that any seafaring man would be persuaded to accompany the expedition. Based on past experience we have found that ships that sail into the West fall off the end of the earth and are destroyed and the crews upon them are devoured by monsters that lurk in the void. "We doubt that any economic benefit could come from such an expedition even if the ships and crew were able to escape the almost certain fats that awaits them.**

attacked, so declarer led a spade and finessed the eight after West followed low. East won with the jack — he could have saved a trick by ducking — and returned a diamond. Eventually South scored ten tricks consisting of four spades and two tricks in each of the other suits. However, West could have beaten the hand by playing the queen on the first spade lead. This move could not possibly cost him a trick. If South had the jack, dummy’s spades would all become tricks by force, while if East had the jack, the queen play would serve to hold dummy to two spade tricks. Declarer could not have recovered from this play. Limited to two tricks in each suit, he would have gone down one. It is true that a defender will usually follow low when he is second-hand and rarely play a high card in order to force a higher one from dummy. But in this case, the queen is clearly the right play. It should be obvious to West that if he follows low on the first spade lead declarer will finesse the eight. It follows from this that if it is to declarer’s advantage to finesse the eight, it must be correspondingly disadvantageous for West to permit him to take the finesse. He should therefore play the queen.
