Congressional activity picked up on several fronts this past week regarding a number of important domestic and foreign

issues.

ANTI-RIOTS—In the wake of one of the worst outbreaks of rioting in this nation’s history, I voted this last week to impose criminal penalties upon persons traveling In or using the facilities of interstate commerce with the intent to incite

a riot.

The law is not intended to and does not limit die right of dissent and peaceful demonstration. Legitimate activities by those who travel in interstate commerce to participate in public gatherings or other lawful demonstrations are not effected. However, those persons who use facilities in interstate commerce or who travel from one state to another or from a foreign country to a state in order

Certainly the most effective means of riot control rests with state and local police. However by assuring Federal jurisdiction over “out-of-state” inciters, State and local authorities will be substantially assisted in keeping the peace and protecting the public safety. BUDGET CUTS—Those of us interested in reducing government expenditures were successful again in cutting 5 per cent from the budget request of a federal agency. The House voted 213 to 189 to scale down the Department of Transportation budget by $77 million. This, ad ded to the $188 million slashed from the President’s proposal by the committee, brought the total savings to more than $265

million.

S. farmer to supply this market now er joyed by Egypt This legislation closes U. I markets to a major produc from a country which has sen ed diplomatic relations with th United States. It also bans th small importation of cotto: from the Sudan. Egypt’s annual shipments c this cotton have average around 56,000 bales over th last five years, representing i market of approximately $1: million in the United States. In my opinion, there is no u» in denying our farmers the righ to produce this cotton, and giv ing this market to those wh< trample our flag. This legislation would havi the effect of increasing the pro duction of cotton in the U.S. hi about 56,000 acres. SOCIAL SECURITY—Seven th District residents have indi cated through letters and per sonal messages their deep con cern about the effects of infla tion of those living on Socia

This past week we took stepi to introduce legislation whocl calls for an immediate 8 pei cent increase in Social Securitj benefits retroactive to January

1, 1967.

The purpose of this increase is to immediately restore the buying power of citizens or Social Security that has beer lost due to inflation. This legislation would offset the legislative delay by the Ways and Means Committee and is designed to remain in effect until Congress enacts a more equitable and comprehensive Social Security program.

By United Prai* International Indiana’s traffic fatality toll today stood at 763, compared with 830 a year ago. Arthur Zehr, 71, Berne, died Monday afternoon after suffering injuries earlier in the day in a two-car accident on Indi-

ana 28 west of Lafayette. Police said Zehr lost control of his car, left the road, then came back onto the pavement and collided with an oncoming car. The driver of the second car, Ralph Allen, 43, Frankfort, was injured.
