(By Daniel Southerland) SAIGON UP1 — American officials are wringing their hands again over South Viet* nam’s unpredictable political situation. They said that since thi~ Is a war to win the loyalty of the people, the national elections to be held here three months from now will be a good thing. Blectians should create a government more responsive to the needs of the people than the present military regime, the thinking goes. A good government is seen as an essential ingredient to winning the war. But at the same time, experienced American officials realise that the elections for a president, vice president and two legislative houses could conceivably end by shattering the

small measure of political stability which has been achieved here in the past two years. Or worse, the elections could trigger a scramble for power that would split the country’s military leadership, revive explosive regional and religious feelings and even set the stage for a coup d’etat. American officials had apparently hoped that only one Vietnamese military leader would run for president next September. But the country’s two top military men, Air Vice Marshal Nguyen Cao Ky and Lt. Gen. Nguyen Van Thieu, are ambitious men. Both have disclosed their intention to run for the nations top position. This creates the very real possibility of a split in the military leadership. In a country where there are no political parties of national standing, the Vietnamese armed forces has been the most unified non-Conummist political force and the basis for whatever stability there is. But If Ky, who Is both commander of the air force and prime minister, and Thieu, who Is the county’s ranking military leader and chief of state, get into a knock-down, drag-out political battle it could make a shambles of the delicate balancing of power In the armed for-

VALPARAISO, UPI — A 26-year-old construction worker was killed here late Wednesday afternoon when an 11-foot deep trench caved in on him. Robert Mitchell of Valparaiso was buried under five feet of earth. Co-workers dug frantically with their hands and dug Mitchell out in less than 10 minutes, but Mitchell was pronounced dead on arrival at a nearby hospital.

WASHINGTON UPI — Sen. Birch Bayh, D-Ind., Tuesday night took exception to a statement by Mayor Richard Daley of Chicago that Indiana’s industrialized Calumet area is not doing its share in controlling air pollution.

Bayh said it is true that winds sometimes carry pollutants from Indiana to the Chicago metropolitan area. But he said it is true also that when the wind is right it carries pollutants from the Chicago area to Northwestern Indiana. “To attribute the air pollution problem in Chicago to pollutants emitted in Indiana, or conversely, to indict Chicago for Indiana’s problems puts us no further along the road to a solution,” Bayh said. Bayh said pollution control in Gary and Hast Chicago resulted in an 18 per cent reduction in air pollution in little more than a year. “Unfortunately, Mayor Daley has overlooked Indiana’s vigorous effort in behalf of a bi-state program to deal effectively with the pollution problem common to the Chicago metropolitan area and Northwestern Indiana,” he said.

TOKYO UPI — Virtual martial law has been imposed on Communist China in the wake of serious fighting between supporters and opponents of Communist Party Chairman Mao Tse-tung, Japanese reports from Peking said today. A government order, apparently issued Tuesday, gave the 2.6 million-man People’s Liberation Army complete authority to quell civil strife, the correspondents said. Until now, the army had limited power to deal with the widespread fighting. The directive ordered the commanders of all military districts to take “appropriate measures” to put down internal fighting and other “criminal acts.” “Make people observe these rules and mete out rigid punishment for violation,” the order said.

HIGHLAND, Ind. UPI — Charles Homer, 39, Griffith, got only minor cuts when his car was demolished when It was hit by a New York Central freight train Wednesday. The car was hit twice-it was caught in the rear by the 176car train, then spun around and was clipped again as the train passed. Homer’s car flipped on its roof. Officials said the crossing had no signals or gates and Homer apparently did not hear the train.

Williams announced he has written ethics committee Chairman John C. Stennis, D-Miss., “requesting that if the committee is not already doing so it examine these charges and issue a report to the Senate. “These charges are of such a nature that in fairness to the junior Senator from Missouri Long and the United States Senate they should not be ignored or left unanswered.” Life magazine in its May 29 issue charge that Long used his chairmanship of a Senate subcommittee to help Hoffa’s efforts to stay out of jail. The subcommittee has conducted a lengthy hearing into wiretapping. The magazine also charged that Long accepted 348,000 from Morris A. Shenker, a St. Louis attorney who has represented Hoffa. Long denied using the subcommittee to help Hoffa and said “there is not one single faet in the article to substantiate this charge.” The Senator said the referral fees were due him from legal work he and Shenker performed together.
