By Wellington Long Bonn UPI—Chancellor KurtGeorg Kiesinger and Foreign Minister Willy Brandt are smashing precedent by agreeing to enter talks with the Communist regime governing East

Germany.

Such a relationship with the Communist was rejected during the 14 years the late Konrad

Adenauer was chancellor and during the three years Ludwig Erhard was at the helm. All those years, Brandt’s Social Democrats pressed for a more liberal attitude, and in the end began their own dialogue with the Socialist Unity party, as the Communist in East Germany call themselves. At the last minute, it was the

Communists who got cold feet, and cancelled plans for Social Democratic and C o m m u n i st leaders to appear together in a series of “great debates,” alternately in East and West German cities. Although the Social Democrats remained second to the Christian Democrats in the 1965 federal election, they did increase their poll, partly because they had managed to make practical steps to overcome the division of the nation. During the 17 years of the Adenauer and Erhard governments, every attempt of the

East Germans to start a formal exchange was rebuffed. When the Erhard cabinet fell, and it became clear his Christian Democratic party could remain in the new government only if it invited the Social Democrats in, too, Brandt’s party exacted a number of promises. One was a more liberal attitude towards dealings with East Germany. Of the various Christian Democratic candidates to succeed Erhard, only Kiesinger was prepared to go as far as the Social Democrats. In his policy statement in

December, Kiesinger said his government would do all it could to encourage human, economic and cultural relations “with our countrymen in the other part of Germany.” “Wnere this requires the establishment of contacts between authorities of the Federal Republic and of those in the other part of Germany,” he went on, “it does not imply any recognition of a second German state.” Since then, it has become clear Kiesinger and Brandt are prepared to permit “contacts between authorities” up to the

level of ministerial state secretaries. Although they function as deputy ministers, state secretaries actually are the highestranking members of the civil service, and the government could argue that negotiations at that level, although high, remain technical rather than political. The Communists are unlikely to accept such a half loaf. They demand all negotiations begin with the establishment of the kind of relations that normally exist between two soverign and indepeudent states.
