Whereas the former syndicated entry in black-and-white had a tongue-in-cheek Robin Hood quality, the glossy color debut Sunday had a distinctly vlciqus, violent emphasis that made for a depressing unpleasantness and a feeling that depravity was lurking in the wings. One can only hope future episodes of this summer replacement series will be more representative of the qualities that made the program such a success in the first place. Although this British show retains the amiable Roger Moore as its star, the debut was almost unrecognisable in terms of basic identification with “The Saint" of the past. I am sorry tq say It looked like a straight imitation of Hollywood product, thereby sacrificing the relaxing and civilised British trademark of understatement in these basically absurd detective stories. So far as one could assume in trying to figure out what forces compelled Sunday night’s result, it seemed as though there was a feeling that everything must be overdone in order to placate the violence-saturated American market The essence of “The Saint” therefore was sacrificed for the dollar. One of the charms of this series in syndication was that, rather than dealing with too many Mr. Bigs, it persisted also in concerning itself with a goodly number of Mr. Smalls, a tactic that paid off consistently in human terms with a comic touch. Especially while the James imitations were being done to death, this was a sly advantage. Sunday night's debut, however, looked like about a million other NBC-TV episodes carved from the James Bond mold. that might have come straight from “The Man From U.N.-
C.L.B."
The story, to be mercifully brief, concerned a worldwide plot (naturally) by a Mr. Big (naturally) to round up students with clever and homicidal tendencies for his evil organisation, gathering the best in an outwardly innocent “murder” contest which was not really a game. If there was anything Charming in the hour, it was the accidental irony in which, after all the devices, the climax involved two maniacs chasing “The Saint" with simple guns. Appropriates $1.6 to Schools WASHINGTON UPI — The House Appropriations Committee put up $1.6 billion more for federal school aid Monday and told the Office of Education to go a little easier on Southern school systems in enforcing desegregation. “Testimony before the committee indicated clearly that the department of Health, Education and Welfare has gone beyond the law in these enforcement activities and in requirements under the so-called guidelines,” the panel said in a re- ; port to the House. “The committee cautions that the department will be expected to follow the law and will be expected to administer the law with equal firmness and fairness among all the states.” The language was thrown into the committee’s report by administration forces in response to Southern complaints and in another bid for Southern support for a $3.5 billion measure which would expand the two-year-old program of federal aid for primary and secondary schools. Earlier, the administration pulled Education Commissioner Harold Howe n off Integration enforcement duties and handed over to a separate office the task of enforcing a 1964 congressional order to halt federal aid funds for segregated activities. Other concessions to the Southerners were reported un-
der negotiation as the school authorization bill, covering the year starting July 1,1968, came to the floor. Today’s appropri*tion bill, carrying funds for the year starting July 1, 1967, will come up in the House later in
the week.
The school funds were carried in a $13 billion money bill for the Health, Education and Welfare Department, (HEW), the Labor Department, and related minor agencies in the new fiscal year. The money bill overall was cut by $185 million below
President Johnson’s budget requests. By and large, the big health research and welfare grant programs managed by HEW got pretty much what they asked. For HEWs Office of Education, the committee allowed all but $85 million of the school aid money requested. The $1.6 billion total was $393 million more than the sum appropriated for the same purpose this year, and would bring to about $8.6 billion the total passed out to states under the program since its inception.
