By MATTHEW T. KENNY MIAMI UPI—The continuing hemisphere dilemma over Fidel Castro is coming into sharp focus once again with Venezuela’s call for a new meeting of American foreign ministers to deal with mounting Cuban subversion. It was Cuban subversion in j Venezuela three years ago that i
i led the foreign ministers of the Organization of American States (OAS) to impose economic and diplomatic sanctions on Castro. The question which now looms is: What can hemisphere nations pull out of the OAS cupboard to use against Cuba this time. With its July 1963 decision to
isolate Cuba the OAS fired off what may have been its last big gun against Cuba — short of outright military action against Castro. But application of military force against the Castro regime is considered an almost nonexistent possibility. Thus, if the foreign ministers agree to convene again on Cuba what do they have to “deal out’’ against Castro except angry words ? The biggest immediate blow the OAS could employ would be to persuade Mexico — the one
