SHEINWOLD ON BRIDGE

OPPONENTS LISTEN TO YOUR BIDDING By Alfred Sheinwold Most bridge players believe that the more you tell your partner the better your side can bid. This is not completely true because your opponents have big ears. The more you tell them the better they can defend. When today’s hand was dealt a few weeks ago in a match between the North American bridge team and a picked team of Seattle experts, the Northwestern experts got too ambitious—or not ambitious enough. South might have made his

Opening lead — A K North’s jump to three diamonds was a fine bid, but his next bid should have been just three spades. North’s second jump response convinced South that a contract of five spades would be quite safe and that a slam might be a good bet If South had a control in clubs he would bid five clubs or four

notrump, or perhaps he would just jump to slam in spades. By bidding five spades, instead, South admitted he had two losers in the unbid suit (clubs) and asked North to bid the slam if he could plug this gap. Affected Lead If North had bid six spades West might have led diamonds through dummy’s strength. When North passed it was clear that North likewise had two or more losers in clubs. In short. North and South told the defenders exactly how defenseless they were against the right attack. Norman Kay, who held the West cards, needed no further help. He opened the king of clubs and continued with his other club. Edgar Kaplan led a third club from the East hand, and now the defenders were sure to get a trump trick, defeating the contract. DAILY QUESTION Partner opens with one spade, and the next player passes. You hold: Spade 10 9 8, Heart Q 5 3, Diamond 9 4 2, Clubs A J 7 3. What do you say? ANSWER: Bid two spades. You must make some response with 7 points in high cards, and the question Is whether to raise the spades or bid one notrump. The raise is preferable since partner may be able to go straight to game in spades if he knows that your hand, weak though it is, includes some sort of help for spades.

COMPILED BY THE GREENCASTLE LEAGUE OF WOMEN VOTERS

A NON-PARTISAN ORGANIZATION

WHO'S WHO IN THE PRIMARY ELECTION VOTE TUESDAY. MAY 2

The League of Women Voters of Greencastle, a non-partisan organization endorsing no party or candidate, has compiled the following information as a service to tho voters of Greencastle for the May 2 primary election. Each candidate of the two major parties was given e questionnaire. The information following the name of each candidate is taken in his own words from his questionnaire.

Questions asked candidates for Mayor and City Council. 1. Education or training. 2. List what you feel are the three main areas of concern facing Greencastle city government and briefly give possible courses of action in each of these areas.

MAYOR REPUBLICAN NORMAN W. PEABODY, Bank Teller •. (1) City clerk - Treasurer, 8 years; Member of Board of Works for same period. (2) a) I have always been deeply concerned about the parking in Greencastle. I feel that some so- * * lution could be worked out to solve the many problems that occur, b) I also feel that there • is a great need for the repair of sidewalks about Greencastle, especially around the uptown area and our schools. Many of ; our side streets and curbs are in a very deplorable condition, c) In order to accomplish these and many other problems that arise, I feel that it is necessary for the mayor and council mem- * bers to administer to and work [ with the heads of all depart- • ments. To follow up all action I taken in council meetings. This will, of course, require the .mayor to keep regular office ] hours, so that the heads of ajl * departments may be able to • contact him when needed.

We need to continue and expand our street program and also to give special attention to the sidewalks, curbs and gutters of our city as it grows, b) Increased Recreational Facilities: I am very much in favor of having increased recreational facilities for the city even though this will mean that more money must be appropriated for this project, c) Police and Fire Department: I feel strongly that we should have additional policemen and firemen added to our present staff in order that we may offer adequate police and fire protection for our expanding city.

better collections, c) Time and responsibility: If elected I know the responsibility of this office will require many hours of planning and work but I will devote the number of hours necessary i to fulfill this office.

DEMOCRATIC RAYMOND S. FISHER, Mayor (1) Greencastle High School; Greencastle Mayor, 7% yrs.; 15 yrs. Gen. Mgr. Automobile Sales Dept. (2) a) Traffic and streets: I have asked the Office iof Traffic Safety of the State 5of Indiana for a survey of Greencastle. I have been assured that this survey will be jitaxted in tha next few days.

ARTHUR L. ZARING, IBM (1) Owner/operator Standard Service Station 1946-47; Gen. Manager H&M Implement Sales; Salesman, Farmers Supply Implement Co.; past District Governor Lions Club; past Pres. Community Action Program. (2) a) Planning for the future of Greencastle: The mayor and council should work with and support the planning commission. If the city is to grow we must look into the future for expanding city boundaries, streets, airport, county landfill, etc. Future housing developments should be required to set aside so many usable acres for every so many homes for recreation, storm sewers, proper street construction, etc. b) Streets and associated areas: Shadowlawn should be opened on the west end. Major resurfacing should be planned at least 18 months in advance so all property owners and utilities could make plans for all repairs that would be necessary. Qualified street commissioner to supervise maintenance of city equipment, minor street repairs, sidewalks and curbs. Survey of traffic conditions for placing of more stop lights, one way streets, etc. Better method of collecting parking meter fines. More off street parking withi

COUNCILMAN FIRST WARD REPUBLICAN CHESTER L. GRIMES, Telephone Co. (1) High school education; Attended several schools while working for Telephone Co.; A member of City Council 3 yrs. and Park Board 3 yrs. (2) a) Continue a good street improvement program and consideration for traffic signals at Wood and Washington Sts., also College and Washington Sts. b) Continuation of a good sound budget that will not raise our tax rates, c) Continue to work closely with civic and fraternal organizations in the city.

EZRA V. McMAINS, Mallory Capacitor Co. (1) Graduate of G.H.S.; U.S. Air Force, 10 yrs.; Selfemployed painter 9 yrs. (2) a) Street repair and paving: continue present program for paving of streets, b) Traffic congestion: support a survey to remedy the traffic congestion in the business district, c) Recreation programs: support recreation programs such as Jaycee community park.

DEMOCRATIC LLOYD M. ELLIS, Tinner (1) High school; 17 yrs. in business. (2) a) Greencastle is nearing & 4th class city and could be now with a new census, thus enabling us to get more tax refund from the state. I propose a census to insure Greencastle of a 4th class status thus getting this much needed additional tax refund so as to have the revenue to improve the salaries and equipment for our fire, police and street depart*

ment. b) Co-operation and understanding between the general public, business and the local government agencies. We need to create a committee to serve as a liason between the Public Government agencies and the business agencies to properly channel complaints and business matters to the proper agencies so that they can be handled to the best of all concerned. c) Building and Health Code: I believe that Greencastle has attained the status as a progressive city to the point where a Health and Building inspector code should be enacted and a non-political inspector appointed to protect the contractor, home owner and public in general. COUNCILMAN SECOND WARD REPUBLICAN ROBERT L. POOR, Self employed (1) Graduate of DePauw U. (2) The three main areas of concern for a city councilman are: a) To represent equally all the citizens of Greencastle. b) To accept a fiscal responsibility to the taxpayers of Greencastle. c) To work in every way possible to see that Greencastle progresses and offers maximum service to its citizens. If elected, I will work toward the above three goals..

1 unteer Firemen. I think this is [ who oppose change and prog- ! something that we could look | ress; by working closer with

and accepting aid from county, state and Federal governments to speed up progress and be-

ahead 25-30 yrs., not 2-3 yrs. b) Lack of concern over young people, especially between ages 13-21. The mayor and each councilman should select a high school student and a college student to reign as junior councilmen for one year. They would

the job to the best of my abil- attend city council meetings and ity and knowledge, and get the also hold their own junior councitizens of Greencastle the most cil meetings. This could help service for their tax dollars, j close the expanding gap of un-

DEMOCRATIC

MAURICE L. RADER, Bridgeport Brass Co. (1) Graduate, Greencastle High School; WWII vet; attended Indiana U. labor school last 3 yrs. (2) a) Future growth of Greencastle is important and we should attempt to secure more industry to this area. This would tend to boost our social and economic standards, b) Street conditions and traffic problems: I feel that there are a number of streets that have been resurfaced that didn’t need it nearly as badly as some other streets. We have a number of areas with traffic problems that should have some action taken on them. One is at 5th St. and Ind. 240. c) There is a lot to be done in the Police and Fire Depts. I have often wondered why we did away with our Voi-

derstanding between adults and teenagers. The city should sponsor a social recreation center. This could be governed by the junior council. Because Greencastle is growing and has a large percentage of its population under age 25, this is an immediate problem, c) Work toward getting more industry, better playgrounds, better municipal facilities (jet age airport, etc.) and give the university the help and room they need to grow. Elect men who will look ahead 30 years, not ones satisfied with things as

they were 30 years ago.

, with additional firemen to carry on the duties required. Salaries to be increased to induce men i to apply for these duties. Increase salaries of the Police ; force, and also increase the personnel, for the safety of all. increase salaries of all city employees, so that they can attend to city business, and not be required to “moonlight” in order to support their families, c) Allow adequate pay to the street department; and for the welfare, beauty and safety of our public, keep all streets in proper condition at all times. Our Robe-Ann Park and the Airport, which belong to the city, also deserve proper attention. Suggestions and criticism from the citizens will be personally ; welcomed by me.

Traffic: Improvement of on and off street parking. Proper traffic signs at proper locations, b) City Planning: Attraction of selected industry. Greencastle needs a definite plan in order to know where areas of growth should be encouraged for the welfare of the community. DePauw U. has their “Design for a Decade” and Greencastle should follow a similar course of action, c) City Departments: Continual updating of city departments in order to meet needs for manpower and equipment.

Many of these "eyesores” have existed for several years, c) Continue with street improvements. Repair and make some more one way in critical areas.

GLEN E. WALTERS, IBM (2) a) The city government needs to be modernized and become more concerned about the future: by electing young and aggressive men who have new and young ideas, not individuals

in all departments, with taxes kept as low as possible to take care of the needs. The traffic problem is of utmost concern, for the safety of our school children and citizens, as well as the general public. Additional traffic lights on Washington St. at Locust St. to name one location, b) Additional firefighting equipment, personnel to give the needed care for a city of this size. DEMOCRATIC MURRAY R. LEWIS, A. & P. Tea Co. (1) High School Graduate; attended commercial college. (2) a) City owned dump — city officials to govern and city employees to maintain, b) Extra fire protection and extra firemen with adequate pay and benefits, c) Extra police protection and extra policemen with adequate pay and benefits.

DEMOCRATIC FRED S. SILANDER, DePauw faculty (1) B.S., M.A., U. of New Hampshire; Ph.D., Cornell U. | (2) a) My first concern is for orderly growth of the city. To achieve such growth a program of careful and sensible city planning is essential. It is necessary to forecast and meet i needs in problem areas such as annexation, water and sewage, trash disposal, zoning and recreation. Such problems cannot be satisfactorily solved on a day-to-day basis since these are needs which grow with the community. In this connection it is also important to cooperate with and use the resources of county, state and federal organizations. b) Related to this is a second concern, that of industrial growth and development. Greencastle now has several important industries, but it must make a more determined effort to attract new industry and jobs. To do this we must continue to make the community a more attractive place in which to live. Also, specific efforts must be made to locate and convince potential employers of Greencastle’s advantages. Without such effort it will be difficult to raise incomes, create more opportunities for our young people, and pay for needed community improvements, c) Finally, in order to provide better and more complete city services, it is important that competitive salaries and working conditions be established for - city employees. For example, salaries in the Police Department are still too low to enable us to keep and obtain enough qualified personnel. In addition, the city must provide funds and opportunities for further development of employees where this is appropriate.
