Final Plans Lag For Development

DUNES ACRES, Ind. UPI— A National Park Service official said final plans have not been completed i for development of the Indiana National Lakeshore, authorized last year by Congress. Allen Edmunds, a regional director of the park service, told one of four public meetings over the weekend that no funds are now available for the purchase of land for the park, but

06.5 million has been requested in next year’s budget for this purpose. Edmunds said the area on the southern tip of Lake Michigan eventually will be about 8,000 acres in size. He said any additional commercial development of the area probably would result in higher prices for the land the park service plans to buy. Opponents of the national park had supported industrial development of the area, while supporters of the park said they wanted to preserve the natural beauty of the sand dunes. Edmunds said a study of wa-

ter pollution problems Is under way. He said the Indiana Dunes State Park has been closed on several occasions in the past because of pollution in Lake Michigan.

Severed Left Hand Restored

BOSTON UPI — Carpenter Russell G. Stratton calmly placed his severed left hand and carried it in the folds of his apron to the construction office. A short while later at the Massachusetts General Hospital, doctors decided they would

probably not be able to save the hand, which was cut off as Stratton worked with a radial saw. “For crying out loud,” Stratton told them. “You’ve got to sew it back on. In my business I need both hands.” A team of surgeons worked for 10 hours through Friday evening and early Saturday, but it was a risky operation. Sunday, however, Stratton, 27, said he could feel a slight tingling in his hand. Surgeons declined to predict how long it would be before Stratton was back hammering' and sawing, but the operation! appeared to be successful. The 1

doctors heading the team were Ronald E. Malt and William H. Harris, the same two men who headed the first successful restoration of a limb in 1962.

Among the key proposals were these recommendations: Overhaul state and local court

systems to give judges, prosecutors and police “a far broader range of techniques with which to deal with individual offen-

ders.’ Spend enough money to at* tract “more and better people police, prosecutors, judges, defense attorneys, probation and parole officers and corrections officials with more knowledge, expertise, initiative, and integrity.” Give “substantially greater amounts of money” to police, courts and correctional agencies so they can "improve their ability to control crime.” Eliminate inequities in the criminal justice system so the poor can respect it
