As a public service the League of Women Voters, a non-partisan organization, has sent a quesionnaire to the Democratic and Republican candidates for the office of Judge of the Supreme Court, Fourth District. Below are the answers given by Merton Stanley (49) of Kokomo, a Democrat who is presently Chairman of the Public Service Commission of Indiana, and Donald H. Hunter (54) of Anderson, a Republican who is a Judge of the Appellate Court of Indiana. Question: List education, training and experience which qualify you for the office for which you are a candidate. Answer: (Stanley, Democrat) Holds degrees from Indiana University and Indiana Law School; practiced law, 1941-48; Judge, Howard County Circuit Court, 12 years; Chairman, Public Service Commission, 5 years. Answer: (Hunter, Republican) Graduate Anderson High School and Lincoln Law School; 14 years Circuit Court Judge, LaGrange and Steuben Counties 1948-62; Appellate Court Judge 1963 to present. Question: Are there any judicial issues of particular concern to you? Answer (Stanley) No, except that cases on appeal should be decided more promptly. Ofttimes, justice delayed is justice denied. Answer: (Hunter) An independent Judiciary requires creation of attractive climate for Judicial careers. Therefore, the Judges’ Retirement System must provide adequate benefits for the retiree or his widow. Indiana’s program is perhaps the most inadequate in the nation. We must simplify appellate procedure and clarify the rules of practice and appeal
in Indiana.
Question: Are there any changes in the Indiana judicial system that you would particularly like to see effected? If so, what changes? Answer:
(Stanley) Yes: Judges of Supreme and Appellate Courts should be selected upon a nonpartisan basis, separate and apart from the partisan political ballot; Circuit and Superior Court judges should also be selected separate from the political ballots but county control over their selection should be retained. Answer: (Hunter) I favor non-partisan election of Judges and longer tenure. Judges should be required to run on their records and the electorate should have the privilege to approve or disapprove said records, (b) I would favor consideration for the creation of Courts of Conciliation governing domestic relations.
