South led the queen of diamonds from his hand. West stepped up with the ace of diamonds and promptly led the queen of clubs to take dummy’s jack of clubs, forcing South to ruff. West had some vague notion of getting a threat-card out of the way in case of a squeeze of some kind developed. South led the rest of his trumps, keeping one diamond and two spades in dummy. East had to keep two spades also, and therefore had to blank his king of diamonds. Declarer thereupon led a diamond, thrusting East into the lead i and forcing him to return a I spade to dummy’s king-jack for the last two tricks. During this coming year the League of Women Voters is planning to conduct a study of the Indiana Judicial System. Such a study is particularly timely as the issue of Judicial reform is being taken up in the state legislature this year. There is a strong feeling among many citizens and political leaders that the Indiana judicial system, which is not substantially different from that created by the State Constitution of 1816, has over the years become needlessly complex and unwieldy and is badly in need of modernization. One of the major criticisms directed against the existing Judicial system has to do with the selection of judges. At present most of the judges in Indiana are elected in partisan elections for short 4-6 year terms. Such elections, it is argued, subject judges to political pressures which are extraneous to their duties and detract sharply from their ability to function fairly and competently in the courtroom. An alternate method of selecting judges has been proposed by John J. Dillon, the Indiana Attorney General. He proposes an appointive rather than an elective system as well as tenure pe-
riods from 20 years up to life for incumbent judges. Mr. Dillon’s plan is taken largely from the Missouri Plan which was adopted in Missouri In 1940. Since that time substantially similar plans have been adopted in at least ten other states and many states, including Indiana, are currently considering such plans. In its study of the Indiana Judicial System the League of Women Voters will be asking itself many questions. ‘‘Are the Courts fairly administered? Is there undue delay? Is the image of the Courts such that the citizen can have confidence in them? Are the Courts presided over by competent judges? Is there overlapping and confusion in jurisdiction ? Through discus-
sion and debate In the consideration of these and many other questions the League hopes to better understand the condition of the Judicial System here in Indiana. It is obvious that the issue of Judicial Reform is extremely important to the citizens of Indiana. It is equally obvious that a clear understanding of the issue is vital. The League of
