GOP Leaders Report Progress WASHINGTON UPI — Republican leaders believe they are making visible progress in strengthening their organizational muscle but they still fear the Democrats are doing a better job of registering voters. Seventeen months ago today,

Ohio's Ray C. Bliss took over as GOP national chairman, acclaimed as master craftsman whose prime concern was electing Republicans not defining issues. His installation in the job was part of the backlash from the Goldwater disaster of 1964. Although Bliss felt from the beginning that he was undertaking a long-range project-re-building a party that had become flabby over the years— his stewardship will surely be judged by the outcome of the state and congressional elections, now barely two months away. Once the money was in sight, Bliss began holding an almost

ganlzatlon that Is supposed to turn out the vote, the jtepublicans have evidence that the Democrats and their allies have registered more new voters. Still Republicans generally feel that they can look forward to gains in the Nov. 8 election, particularly in the House, where they were left outnumbered 295 to 140 after the 1964 vote. Cautious realists still qualify their elevtion forecasts by suggesting the outlook is good if there is no drastic change in the current political climate.

Time To Reduce Forces: Mansfield WASHINGTON UPI—Despite strong opposition from President Johnson, Senate Demo- j cratic Leader Mike Mansfield | insisted Thursday the time is j now to cut back U.S. forces in j

Europe.

Mansfield and other Senate Democratic leaders joined Wednesday in proposing a sense-of-Senate resolution calling on Johnson to make a substantial withdrawal of American troops from Europe. Johnson was on the telephone soon afterward to Mansfield. The Montana Democrat told reporters Johnson registered his opposition to the proposal, especially at this time — apparently meaning on the eve of a visit to Washington by embattled West German Chancellor Ludwig Erhard. A later White House state-! ment also objected to the timing of the resolution. West Ger- ; many twitches any time there is mention of a reduction of U.S.

But Mansfield said “I don’t think any time is a bad time to express the feelings of the Senate on a major matter.” He added that he felt a Senate declaration favoring a pullout of many American troops from the continent would give Johnson “greater flexibility” — more “leeway” — in trying to 1 encourage its NATO partners to stop dragging their feet on their own troop commitments ;
