Fish Agreement WASHINGTON UPI — Soviet fishery experts have agreed to keep Russian fishing boats from taking catches closer than 12 miles off the WashlngtonOregon coast. The State Department said Wednesday the Russians have also agreed to issue special instructions to the Soviet fleet, “reiterating earlier Instructions not to fish for salmon.’’
