Arkansas Voters To Hold Runoff LITTLE ROCK, Ark. UPI — Two former Arkansas Supreme Court justices, one an old rival of Gov. Orval E. Faubus, apparently will meet in a Democratic runoff to determine who will oppose Republican Winthrop Rockefeller for governor next fall. Jim Johnson, a diehard segregationist when he opposed Faubus for governor in 1956, and Frank Holt, a former attorney general, led the balloting in a seven-man field in Tuesday’s Democratic primary. Since no candidate received a majority of the total vote, an Aug. 9 runoff will determine the winner — who, for the first time in 14 years, will be someone other than Faubus. With 1,791 of 2,693 precincts reporting, Johnson had 67,122 votes to 49,326 for Holt. Two former congressmen, Dale Alford and Brooks Hays, trailed with 25,298 and 32,674 votes respectively. Sam Boyce, a prosecuting attorney, had 25,336. The remaining two candidates, Ken' neth Sulver and Raymond Rebsamen, were virtually out of the running. The man who brought on the wide-open race for the Democratic nomination, Faubus, relaxed in his executive mansion rather than in a campaign headquarters for the first time since 1954. Ihnbus announced March 21 he would not eeek a seventh tens. He Is already the nation’s second longest-term governor, having served only eight days leas than Idaho Gov. Robert SmyUe.

Gromyko Rejects Japanese Plea TOKYO UPI — Soviet Foreign Minister Andrei Gromyko Tuesday turned down a Japanese plea for Soviet efforts to end the Vietnamese war. He stated the- only solution was for the United States to withdraw its forces from Viet Nam. The plea came from Japanese Foreign Minister Etsusaburo Shiina, who concluded a second day of official talks with Gromyko Tuesday. Informed sources said Shiina urged the Soviet Union, a cochairman of the Geneva conferences which ended the Indochina war. to use its good offices in settling the war as soon as possible. But the sources said Gromyko gave Shiina and other Japanese officials the impression that Moscow is assuming a touch stand toward the United States in view of the bombing of outlying areas of Hanoi and Haiphong.

Look also for promotions on shoulder cuts and in pork steaks. Broiler-fryers and turkeys are the main stays in the budget field. Don’t forget them. Both can be flavored to a variety of tastes, and cooked in an endless number of ways. Cabbage, carrots, celery and corn lead the plentiful vegetable list They are followed by lettuce, onions, green peppers,

|potatoes, radishes, squash and tomatoes. Fruits fared somewhat better in the struggle against hot weather. Many need the sun’s rays to bring out their full color and sweetness. Others did need more water, and they did not reach their top form. Avocados, bananas, cantaloupes, grapefruit, grapes, and lemons are in good supply. Nectarines, peaches, pears, plums, and watermelons are also on the plentiful fruit list. Nationally, fish sticks, and portions, canned tuna, and scallops are the fish plentifuls for this weekend.

Johnson May Receive Protest

INDIANAPOLIS UPI—President Johnson may receive a personal protest from the Indiana Civil Liberties Union on the action of police in arresting 28 pickets who tried to let the chief executive know they oppose his policies in Viet Nam. “I am quite sure we will protest to the President about this,” said Dr. Robert Risk, chairman of the ICLU, at the height of a controversy that’ apparently boiled down to the question of which should prevail, the constitutional rights of citizens, or presidential securi- i ty. Many citizens who said they deplore the antics of bearded minority marchers expressed,

disapproval of arrests and paddy wagon rides for what appeared to them to be orderly demonstrators. Police on state and local levels made it clear the arrests were not ordered by the White House or the Secret Service, the agency given the responsibility to protect the President. However, a “segregation policy” which created the situation leading to the arrests was developed during an advance security planning meeting in which state and city police as well as federal agents participated. The controversy appeared to center on the question of whether a police requirement that anti-administration pickets remain in a designated area amounted to a denial of the right of free speech and assembly. The area was one in which signs the pickets carried could

not be seen from the speakers’i platform on which Johnson I stood to deliver a major speech on Viet Nam. Pickets bearing signs such as "End the War in Viet Nam,” "Peace Now,” and "Johnson Lies” were instructed by the police to stay on E. Market St., back and to the right of President Johnson as he faced the north from the steps of the Indiana Soldiers and Sailors Monument.

Market Rally Not Expected

NEW YORK UPI- The Granville Market letter says every test of the market since the May 17 lows has been found wanting and the market has not formed a base for any sustain-1 cd rally. He feels the Dow Jones industrial average may penetrate to the phychological 900 level again but that there would be no permanent relief from the lower market which would ensure following Labor Day. The analyst thinks there is not enough time to launch a summer rally and that a key test of the May lows cannot be*

faced with any degree ol confidence. John C. Hammerslough of the Hammer Report says th* majority of stocks showing an\ definite* direction are on the downside and that in order to prosper in this market you must purchase high-priced above average stocks.
