House Debates LBJ Rights Bill WASHINGTON UPI — The House debate on President Johnson’s civil rights bill is bringing out sharply conflicting views of the reasons for riots in the Negro ghettoes of big northern cities. The violence in Chicago, Cleveland and Brooklyn had

been deplored by everyone during the first two days of debate, but civil rights supporters and opponents part company on its causes. Rep. John Dowdy, D-Tex., laid the blame Tuesday on the procession of civil rights bills approved by Congress. He said there was more violence and trouble every time such a bill passed. Rep. Peter W. the House that affording equal opportunity to Negroes was “the only solution to violence in our streets.” Except for the continuing subject of riots, House consideration of the bill hardly amounted to debate. Interest was centered on the proposed partial ban on racial, religious and ethnic discrimination in the sale and rental of housing. The bill, In its third day of debate, also would prohibit discrimination in federal and state court jury selection, strengthen federal laws dealing with racial violence and give the justice department more power to combat segregation and civil rights violations in court. The housing provision would not cover the sale or rental of most existing single-family homes or owner-occupied small apartment houses.
