House To Pass Defease Bill WASHINGTON UPI — The House, determined to make it clear to Hanoi that America will not quit Viet Nam, was ready to vote overwhelming approval today for a record $58.6 billion defense money bill. Swollen to enormous size by the cost of the Southeast Asian conflict, the measure is supposed to finance most of the activities of U.S. military forces during the coming 12 months. But chairman George H. Mahon, D-Tex., of the House Approphiations Committee told his colleagues Tuesday the bill represented more than dollars. "It is a signal to the world,” he said. Its passage would be one of the strongest indications that Congress fully backs a policy of "successful prosecution of the war.” "Will Hanoi misread this signal?” Mahon asked. "It will be the height of folly to do so.”

Russia Rejects Viet Peace Talks WASHINGTON UPI—Hopes for a diplomatic break-through on Viet Nam have hit bottom hero with Russia’s blunt rejection of British and TtvUcw effort* to get the Kremlin to join in sponsoring peace talks. These latest diplomatic rebuffs and Hanoi’s threat to try captured U.S. airmen as "war criminals’* have intensified

They also have strengthened President Johnson’s hand—for the time being, at least—to pursue his tough line by muting the criticism of some of the more responsible critics of his policy. Russia’s refusal to help promote peace talks has been more or less expected here. The official view was that the Russians have lost virtually all room for diplomatic maneuver because of the daily necessity to defend themselves against Red China’s charges the Kremlin is "conniving” with the U.S. "imperialists.”

Keanedy Urges Two-China Policy WASHINGTON UPI — Sen. Edward M. Kennedy, D-Mass., today urged the United States to move toward a “two-China” United Nations policy that would protect Formosa while opening the U.N. door to Red China. Kennedy recommended revision of the U.N. charter so that Nationalist China’s present permanent Security Council seat could "rotate among developing world members,” probably starting with India. Such an approacn, he said in a speech prepared for Senate delivery, "will mark a new beginning in our Asia policy and make It where most important —in the eyes of our Asian friends and allies.

Cynthia Hagan, 38, Greencastle, Route 3, was booked at the Putnam County jail at 3:55 Tuesday afternoon for public intoxication by State Trooper John Danberry. The Red Cross is offering a course in Junior and Senior Life Saving, July 25 through August 5. The instructors will be Janice Barrett and Stacia Chadd. Ronald W. Eggers, 20, city, was picked up on West Walnut Street last night by Officer John Stevens for being absent without leave from the armed services. He was lodged in the county jail pending arrival of military personneL Retired Major Fred W. Jordan and Mrs. Jordan arrived in Greencastle Tuesday from Washington, D. C., and are staying at the Commercial Hotel while visiting friends. Mr. Jordan is a former Greencastle resident and served overseas in World War I and World War 11. He is a member of the Rainbow Division Veterans Association.
