On The Farm Front ' By Bernard Brenner WASHINGTON UPI — Congressional farm leaders are laying the groundwork for a concentrated research drive to replace seasonal and migrant farm workers with machines. The first step was taken in a report prepared by the Senate Appropriations Committee under the direction of Sen. Spessard L. Holland, D-Fla., head of the subcommittee on agricultural appropriations. The Senate report calls on the Agriculture Department to prepare estimates for a research program designed to develop new labor-saving farm machines, machines for use on crops which now require large
amounts of seasonal hand labor. The Agriculture Department is currently making a study of farm labor needs, due to be submitted to the Senate committee soon. As a result, the report says, the department can now outline a new labor-saving research program and can include that program in its budget proposals for the fiscal year beginning July 1, 1967, one year from now. The Senate committee statement is not an official commitment to provide money for the research program. But it is a strong indication that if the Agriculture Department will outline the laborsaving research plans, the committee will be willing to put up the money. The Senate has unanimously
