WASHINGTON UPI—Selective Service director Lewis B. Hershey Thursday advocated enlarging the manpower pool for the draft by lowering physical, educational and moral standards. Hershey also told the House Armed Services Committee he would be willing to study the possibility of drafting men over 26 years old, something that is not done now. In this connection, he said t that he was against the suggestion by chairman L. Mendel Rivers, D-S.C., that the draft cutoff age be lowered “substantially” below 26. Hershey was questioned for a second day by committee memDenies Britain Will Sell Arms LONDON UPI—Defense Minister Denis Healey Thursday denied reports Britain will sell arms to the United States for use in Viet Nam. Members of Parliament immediately challenged his statement. Reports circulated in London that Britain is negotiating the sale to the United States of large quantities of rockets, bombs and other armament for Viet Nam. The reports and Healey’s denial came in the House of Commons just 24 hours before U.S. Defense Department official Leonard Alne arrives to discuss purchase of a wide range of weapons including one million air-to-air rockets. “We shall take care to satisfy ourselves that any sale of arms to foreign countries do not violate policies laid down by the Prime Minister,” Healey said. This means Britain wall not directly or indirectly supply weapons for use in Viet Nam.

Nevertheless, he indicated he felt the relatively high criteria that now apply could be reduced without damaging the quality of the services. Hershey did not say how much the physical and educational standards should be lowered, but he did say that men with minor misdemeanors on their records should be eligible for the armed forces. On the whole, he w r as opposed to any drastic changes in the system.
Dodd Accused By Former Aide
WASHINGTON UPI — Sen. Thomas J. Dodd’s former administrative assistant today accused the Connecticut Democrat of “misappropriation of hundreds of thousands of dollars of campaign funds.” James P. Boyd told the Senate Ethics Committee that Dodd’s other activities, such as his alleged efforts on behalf of Chicago lobbyist Julius Klein, “took on a new light” with the publication of campaign data after the 1964 senatorial cam-
paign.
Boyd, the first witness in the committee's hearings on accusations of misconduct against Dodd, also testified that he has received no pay for the materials which he stole from Dodd's files and gave to columnist Jack Anderson. Boyd began his public testimony Wednesday by charging
that Dodd flew to W'est Germany on Klein’s behalf and entertained German dignitaries. Sen. James B. Pearson, RKans., asked Boyd today w'hen I he first became concerned about Dodd's relationship with Klein. Boyd, testifying in a crowded Senate hearing room, said he j thought it was “a little odd for i quite a while.” He also said he ! “questioned the propriety of accepting gratuities” but testified that he had not tried to set himself up as a judge of con-
duct.
He said he did not really come to grips wtih the question until he was faced with “what I thought was a misappropriation of hundreds of thousands of dollars of campaign funds.” Initial campaign reports, published early in January, 1964, were “not complete," he said, and the totals were “very erroneous and
very disappointing to me.” There was no elaboration, since the committee is addressing itself in the present hearings to Dodd’s relations with Klein.

Read Completion Not Until 1971
INDIANAPOLIS UPI—Indiana highway director Martin L. Hayes said today Interstate 65. the Chicago-Louisville superroad, probably will not be completed before 1971. The southern leg of the route except for a section from Indianapolis to Taylorsville has been open to traffic for years. But the north portion at last is getting some attention. Planning is under way for land acquisition for all except a stretch from Thompson Rd. to Greenwood. Hayes said this means abstracting and engineer preliminaries to actual negotiation for purchase of land is un-
der w’ay.
“We should be buying during most of 1967 for this section,” Hayes said. “We ought to be able to let some contracts for construction before the middle of 1968. However, I do not expect completion of the highway before 1971.” Hayes said that in addition the Marion-Johnson-Bartholo-
mew portion, a section between Indiana 38 south of Lafayette and Lebanon also has not been given priority because of existing dual lane roads. He said a portion in the north connecting with the Indiana Toll Road should be let for contract in 1968 and completed by 1970. He estimated the Lafay-ette-Lebanon section would be
