Nicholas Katzenbach told Congress Monday there is no reason for putting off action beyond this session on President Johnson’s new civil rights bill, including the controversial open-housing proposal. Testifying at the opening of Senate hearings on the five-part package, Katzenbach again took issue with allegations by southerners that much of the bill—particularly the housing section—is unconstitutional and that the whole thing needs be put off until later. "I have no doubt that it is constitutional,’’ he said after Chairman Sam J. Ervin, DN. C., of a Senate judiciary subcommittee, led off the hearings with an assault on the measure.

French Troops Hold Maneuvers PARIS UPI—French troops Monday held maneuvers in the foothills of the Alps to test their ability to operate on their own. France is withdrawing its forces from integrated NATO command July 1. President Charles de Gaulle will fly to the Alps region near Grenoble Tuesday to watch the final phase of the war games in the company of top French military authorities. The war games will be De Gaulle’s first high-level meeting with French army authorities since he announced in March he was taking France out of integrated Allied commands. De Gaulle leaves Paris in the presidential Caravelle at dawn for Lyons. Then, aboard a helicopter, he will fly over the war games area where several thousand blue French troops are trying to stem red enemy forces attempting to cross AIpin passes into the Rhone River area. An estimated 7,000 men, 1,100 vehicles, 100 planes and helicopters are taking part in the fourday games which started Saturday.
