Encouraged By Viet Compromise WASHINGTON UPI— Johnson administration officials are ! encouraged by the compromise 1 reached between Premier Nguyen Cao Ky and dissident South Vietnamese Buddhists, but they are concerned and confused over its details. U. S. officials were not clear as to just how the addition of 10 civilians to the ruling military junta would effect the operation of the South Vietnamese government. Nor was it clear what, If any, effect this move and a call for a military-civilian Congress to oversee Vietnamese affairs would have on plans for national elections this fall. It appeared, initially at least, that the U.S. had not been privy to the negotiations which led to the compromise, which was announced Wednesday. The apparent encouragement officials drew from the announcement followed President Johnson’s expression of his conviction that the South Vietnamese were on the road to representative government.

Johnson Visits Race Conference WASHINGTON UPI — The White House conference on racial problems had new life today—thanks to a personal visit from President Johnson, which stalled a drive to use the forum for protest against the Viet Nam war. Johnson’s unexpected visit Wednesday night and his plea for moderation strengthened the band of Negro moderates trying to stop militants who were vying for delegate support of resolutions condemning the war. Floyd McKissick, national chairman of CORE, said he and several other delegates planned to introduce resolutions demanding an Immediate halt to the fighting to spare “billions of dollars” in war costs for domestic use in programs to fight poverty and give Negroes better opportunities. The Johnson appearance to ! give the chairmen of worship j sessions today the impetus they : needed to contain the militants | in their group. The conference ; ends tonight with a banquet. The presidential appeal for i moderation came when he ask- ; ed the more than 2.000 delegates “not to expect from me. or from any man. a miracle. “Do not expect us, even together, to put right in one year or four all that took centuries to make wrong.”

Slight Chance For LBJ Plan WASHINGTON UPI — The administration moved Wednesday to revive its dying plans for a “rebirth of American cities," but there was little likelihood the program would survive. Under consideration by the House housing subcommittee was President Johnson’s plan to spend $2.3 billion in a six-year program of grants and loans for so-called “demonstration cities.” A subcommittee source said the administration Wednesday dropped its request for construction funds and asked only $100 million in planning funds, but it was unlikely that even this sum would be granted. When the subcommittee convened it was to have voted on an already watered-down version that included only about $20-$25 million in planning funds and an unspecified amount for construction. It was then that the administration gave up the construction fund request and concentrated on planning. Sources said it was felt construction funds might be more easily secured next year after planning had progressed.
