Apparently with the view that times bring changing conditions, the British Labor government is exploring anew the possibility of British membership in the European Common Market. To even explore the possibili-

ties marks a 180 degree turn for the party now headed by Prime Minister Harold Wilson. This is the party which under the leadership of the late Hugh Gaitskell at its annual conference in 1962 rejected the Common Market and heard Gaitskell

declare that the market and its goal of political unity would mean “the end of Britain as an independent nation . . . the end of 1,000 yean of history and the end of the Commonwealth.” In the election campaign of 1964, Wilson himself also rejected British membership in the Common Market and declared that Britain’s future lay in ever closer relationships with the nations of the British Commonwealth. Undeniably times have changed. When the European community became functional at the beginning of 1959 with a membership of France, West Ger-

many. Italy, Luxembourg, Belgium and the Netherlands, it had as its goal a customs union leading to economic integration and then political unity. Only the customs union has become reality. French President Charles de Gaulle has eliminated for the foreseeable future any thought of political unity. When the Conservative British government of Harold MacMillan first reached the decision to seek Common Market membership in 1961, it did so partly at the urging of tht United States which saw Britain as a stabilizing factor between the

ambitions ef Franca and Germany in a united Europe. To de so meant that Britain abandoned her traditionally aloof attitude toward the con-

tinent.

There was another reason. This was that Britain, also by tradition, has fought many a bloody war to prevent any European coalition which might threaten her own world position. And there was still another reason. This was that, despite emotional ties, Britain’s trade with the six nation Common Market actually was amounting to more than her trade with the Commonwealth. -ain conceivably would be faced with the loss of this trade which encompassed 160 million people. The MacMillan government staked its future on its success in entering the Common Market. De Gaulle’s veto doomed

the effort in 1963.

Today Britain apparently is ready to try again. DeGaulle now is said to favor British entry. Industrialized members of the Commonwealth, such as Canada, can stand by themselves. New Zealand needs help because she depends upon Britain for her agricultural outlets. Other, poorer Commonwealth

than a British problem. And British industry cannot afford to be shut out of Europe. But a great stumbling block remains. This is the one that led to DeGaulle’s veto in 1963. It is Britain’s special relationship with the United States. De Gaulle continues to demand that it be severed.

Mens Crashes BONN UPI—An F104G Starfighter jet of the Luftwaffe crashed Monday, killing the pilot. The airman was the 19th to lose his life in 34 Starfighter crashes since early 1965. The high accident rate for the planes has caused angry debate in the West German Parliament and a government promise to improve maintenance of the aircraft. A total of 28 pilots have died in 52 F104G crashes since the plane was introduced in 1961.
