UPI Conducts Survey On Effects Of Viet Nam Buildup
WASHINGTON UPI — The Viet Nam military buildup has brought boom times to some UA communities and hard times to other* a UPI survey revealed today. The communities which have felt the greatest impact — for better or worse—are those near big military bases and defense production centers. In Delaware County, Pennsylvania—just outside Philadelphia —a aharp stepup in helicopter production has created 9,000 new jobs A Chamber of Commerce spokesman told UPI reporter Ed McFaD that business is batter than ever before in the county's history. But in Columbus, Ga., merchants report • precipitate decline in aelee of everything from beer to automobiles since the 1st Cavalry Division was transferred from nenrtqr Fort Henning to the Vietnamese war front. For every one community where the economic effects of the war are clearly discernible, the survey showed, there are many others where general proapmtty has made it virtually impossible to detect specific results of the military buildup. At Grand Island, Neb., UPI correspondent Charles Wieser found that reopening of the Cornhusker ammunition plant has fairly dramatic effects on the local economy. Downtown merchants reported sales running 10 per cent above the same period of last year. Furniture stores said their business was up about 25 per cent. "Many married women are employed at the plant," Wieser said, "and their salaries obviously are being used, in many instances, for such things as nsw furniture, new cars, etc.” From Minneapolis, UPI correspondent Richard M. McFarland reports that the reopening of the Twin Cities Army ammunition plant, which will employ about 8,000 persons, has so far had no detectable impact on the economy of this large and thriv-

Thousands of spectators watched as Israeli forces flew, rolled and marched over a fivemile parade route flanking the sparkling Mediterranean. Offshore, Israeli destroyers and submarines staged a display.
Ten Schoolboys Killed By Truck BRUSSELS UPI — Ten Belgian schoolboys on their way to an outdoor highway safety lesson were killed Monday when a baker’s truck went out of control and plowed through their midst. Four others were seriously injured. All of the boys were between six and eight years of age. School teacher Magda Heylens, taking the children to pedestrian crossing drill* also was badly injured. The driver of the van was rescued by police from the cabin of the truck after witnesses to the accident tried to drag him out and beat him. He was placed under arrest after a blood test. The accident occurred at Asse, about 20 miles west of Brussels. The teacher was taking advantage of the first warm day of a hitherto odd Belgian spring to give practical road safety lessons as part of a national campaign to reduce road deaths.

That’s a lot of money from one viewpoint — but It is not a large proportion of a gross national product of more than 8700 billion a year. During the three years of the Korean War, U.S. defense spending soared from five to 12 per cent of the gross national product. By contrast, defense outlays are expected to Increase only one-tenth «f one per centage point — from 7.5 to 7.6 per cent of the national output — between 1965 and 1907. In a large metropolitan area, it is particularly difficult to differentiate between the economic effects of general prosperity and the specific results of the defense buildup. In the St. Louis area, the McDonnell Aircraft Corp. is increasing its work force from 35,000 to 42,600 to speed output of jet fighters. But UPI reporter Leonard Adams notes that the effect of this payroll boost is "somewhat muted by the fact that employment was already high before the big Viet Nam push." "Another factor which tends to dtffuss the effect is the large area in which the McDonnell workers live,” he said. They aren’t concentrated in one community but are spread all over the sprawling metropolitan area. Drug Inhibits Tumors In Mice INDIANAPOLIS UPI — Researchers from the Eli Lilly drug firm reported that 12 of 17 types of experimental tumors in mice were inhibited by a new drug made from the bark of the Australian scrub ash tree. • • - ‘ The report was given at the annual meeting of the American Pharmaceutical Association in Dallas, Tex., by Dr. Gordon H. Svoboda and bacteriologists Gerald Poore, Patrick Simpson and George Boder. Lilly said in a news release issued here that "a new lead in cancer research has been uncovered in an investigational drug which attacks a wide variety of experimental tumors in mice.”

The drug is called acronycine. It is an alkaloid obtained from tree bark. Researchers cautioned the drug is "still in the early stages of investigation,” and that "considerable additional study must 1)4 undertaken to determine the extent of toxicity in animsU before trials in human beings may be justified." But Lilly said "the significance of the discovery is that a new kind of chemical structure with anti-tumor effects has become available for investigation.” "In mice, acronycine inhibited 12 of 17 types of experimental tumors,” the release said. "In tests involving 10 kinds of cancer, significant numbers of mice have survived indefinitely.”
Issues Order On Hawaii Voting WASHINGTON UPI — The Supreme Court has directed that Hawaii’s elections this year be based on a temporary legislative reapportiomnent plan providing for a Senate of 25 members from eight dis-
tricts.
The districts are apportioned on the basis of registered voters rather than on total population figures. Speaking for the court. Justice William J. Brennan Jr. said use of registered voters as a
measure, by yirtue of today’s opinion, has not been established “for all time or. circumstances, in Hawaii or elsewhere.” A lower court “was careful to disclaim any holding that it was a ‘perfect basis’,” Brennan said. “We agree.” The eight Justices who participated were unanimous in the disposition of the case. Justice Abe Fortas did not take part. Justices John M. Harlan and Potter Stewart did not join in the opinion but wrote separate concurrences.
The special three-judge federal court in Honolulu which has been handling the case was instructed to keep the matter on its dockets “for all purposes.”
