The army which overthrew Caatelio Branco’e predecessor, the ineffective amt leftist-lean-ing Jdao Goulart, has a tradition of respect for civilian governments and democratic processes. One of its declared objectives in 1964 was restoration of Brazilian democracy. But in succeeding weeks and rwnmths of the new regime, its methods frequently seemed less ttan democratic. By mid-June, 1964, the army’s political purge had deprived 337 persons of office and political rights, including governors of six states and the three previous presidents mentioned earlier, Goulart, Juscelino Kutbitschek, under whom the wild spending spree started, and the unpredictable Janios Quadros who quit after seven months in office. Political parties were abolished by decree. The same decree took the election of a presidential successor to Gastello Branco out of the voters hats and placed K in the congress where the government could not lose. Freedom of speech was limited. The Gastello Branco government eliminated Communist leadership from the unions, and economically it was making undoubted gains. In the first year, it cut the rate of inflation just about in half and last year held it to 45 per cent. More improvement is expected this year. Foreign governments and investors slowly regained confidence in the future of Brazil. Private, foreign investment this year Is expected possibly to go as high as $800 million as opposed to around $3.5 million in the last year of Goulart. Among heavy investors will be such organizations as Ford, the Aluminum Company of America, Phillips Petroleum, Standard Oil Company of New Jersey and Union Carbide. The year 1965 showed a $590 million trade surplus. But among the unions, protected from the worst ravages of inflation by arbitrary pay increases and first to be hit by the government austerity program, there remained a smouldering suspicion that the government intended to deprive Chem of the Hee wings promised by Goulart. Now Industry, among the •arty strong supporters of Gastello Branco and his firmminded planning minister Robert Pampas, also is complaining. BUSINESS HIGHLIGHTS WASHINGTON UPI —Both industrial output and personal income reached new highs in March. The Federal Reserve Index of Industrial Output rose to 152.9 per cent of the 195759 average from 151.4 in February and 140.7 a year earlier. Personal incoma soared to an adjusted annual rate of $561 billion, the Commerce Department reported, up $3.8 billion from the February level.
NEW YORK — Chile jumped its price for copper by a whopping 20 cents a pound to 62 cents. The move is expected to set off a big scramble for copper and to be followed by other copper-producing countries. The U. S. price still is 36 cents.

The day for factory workers usually begins at 7:00 a. m. and ends at 4:00 p. m., with a half hour break at mdd-moming or in the early afternoon.
