Foreign News Commentary By PHIL NEWSOM When, in late March, Turkey’s ailing President Gen. Cemal Gursel left the United States in a coma, it was to return to a country whose parliament was in a state of paralysis, of mounting dissatisfactions and of widespread rumors of another army coup. At home, a panel of Turkish doctors declared the president’s recovery impossible, and in an unprecedented action parliament quickly elected another army general, former Chief of Staff Gen. Cevdet Sunay, to take his place. The election of Sunay, a close friend of Gursel, alleviated fears of an army coup. In fact, it indicated just the opposite—that the army, while exercising a restraining hand, would continue to support a government of which only seven months ago it was deeply suspicious. It did not, however, alleviate the sources of national dissatisfaction nor eliminate the turbulent elements which go into Turkish politics. At home there was the broader struggle between the peasants seeking a return to the fez and the paralyzing ways of the Moslem state, and others, concentrated mostly in the cities, pressing for a continuation of the reforms of Kemal Ataturk into the ways of the Western world. Politically, there was a rising left, a center-left, a center more or less represented by the present government with an appeal both to business and the peasant, and a far right looking to the old days. In Turkey’s fist-swinging parliament, legislative action remained suspended as all opposition parties fought the ruling Justice party’s attempts to change electoral laws which virtually would eliminate small parties and remove from posi-
