By Lyle Wilson Honest men and women of all parties should be able to agree on a simple device to illuminate the fiscal road ahead and thereby spotlight potential hazards. It is difficult to believe that any honest man could object to that. Thb illuminating device will get not much, if any, Democratic support, however, because it originates in the Republican party. The device is intended to enhance the integrity and value of the federal budgeting process by means of: A The annual publication of a five-year budget projection for all departments and agencies to assist long-range consideration of the fiscal consequences of new programs. B An annual reporting, as part of the budget, of the unfunded commitments of the government for future spending which have to be met by the
taxpayers.
It would be as simple as that. It would merely follow the practices of any well run business whether in business or government. The executive officers and board members have a right to know where they may expect to be next year as a result of some action they are
considering.
Setting up machinery to establish the future cost of projects which may involve relatively small initial outlays would help the voters to judge their wisdom more accurately. It might have a healthy effect on the free lunch offers with which the politicians bid for
votes.
There was the Truman year when HST proposed to Congress a medicare operation with a 35 million price tag. The lip readers and other semi-literates among the electorate happily concluded that it could all be done for peanuts. But HST’s medicare plan was not adopted because there were in Congress wise men who looked beyond the moment toward the ultimate cost. President Johnson has offered to the voters the free lunch of his Great Society on about the same terms as HST offered medicare. There never is an administration whisper of ultimate costs. Even the best informed among us do not suspect the extent to which LBJ is piling up future obligations for the voters to pay off or for the Treasury to borrow. For example: Few citizens are better informed than John S. Knight, publisher of the Knight newspapers in Miami, Akron, Detroit and Charlotte, N. C. In his most recent Sunday column, Knight wrote that LBJ was talking economy while plunging forward with massive federal projects which will cost an additional 55 billion by 1970. I have news for Jack Knight. The smartly edited “federal spending facts” published weekly by the New Jersey State Chamber of Commerce has an item-by-item analysis of great society spending. For Great Society items in five broad fields, actual expenditure in 1965 was 53 billion. The chamber calculated that projected expenditure for those items in 1970 will be 517.7 billion. That is an increase of more than 514 billion, or almost three times the increase suspected by publisher Knight. Annual publication of a fiveyear budget projecting spending plan on all fronts would inform editors, publishers, congressmen and the least of us what we are being led into. Such figures also would go far toward discouraging belief in free lunch. There is no such thing as free lunch and some day the voters will learn that the hard way.
