By Phil Newsom UPI Foreign News Analyst In the fall of 1961, Finnish President Urho Kekkonen returned to Helsinki from a visit to the United Sttaes and wryly demanded: “Is the republic still standing?" It was a reflection of one of two bitter facts of life which ♦he Finns have had to learn since 1939. One is the absolute necessity for getting along with her huge neighbor, the Soviet Union, the other is that whatever may happen the Finns must depend upon themselves. Together they form the keystone of Finland’s foreign policy. Internally, as well, the proximity of the Soviet Union exercises a profound influence. For this reason also this week’s Finnish elections take on special importance. For the first time since 1958 the Finns see some hope of political stability. Largely because of their special relationship with the Soviet Union and the resultant sharp political divisions within their own boundaries, Finnish history since 1958 has been one of a succession of weak coalition governments and dismal failures. The single unifying factor has been Kekkonen, the president and seemingly the only politician the Russians trust. Among the approximately 4.5 million Finns, approximately 25 per cent vote Communist. The other two largest parties have been the Agrarian, recently renamed Center, and the Social Democratic party made up of right wing Socialists. Kekkonen is an Agrarian whose term in office extends to 1968. The Communist party has not

participated in Finnish governments for years. The Russians frowned upon the leadership of the Social Democrats and that left only the Agrarians, usually a minority, to form a government Especially distasteful to the Russians was social Democratic leader Vaino Tanner, who became a special hero to Americans when he led the Finns in their hopeless war against the Russians in 1939. Tanner as much as any man is credited with keeping the Finns out of the Russian satellite orbit. In 1961, Kekkonen was forced to break off his American visit because of Russian fears that a Social Democrat-backed candidate might take over the Finnish presidency in elections scheduled for 1962. The Russians feared a change in Finnish foreign policy and on their side the Finns feared Russian demand for bases on Finnish territory. Kekkonen’s diplomacy forestalled a crisis and the Finnish voters bowed to an implicit Soviet demand that Kekkonen be re-elected. In 1963 Tanner retired from Social Democratic leadership. Taking over as new party chairman came a mild-manner-ed moderate, a newspaper editor named Rafael Passio and a move to bring the party back from its political exile. In this week’s parliamentary elections, the Social Democrats emerged the big winners. As Socialists, the Social Democrats long since have abandoned Marx but in combination with the Agrarians they could bring to Finland the political stability it needs. But the final outcome may depend upon the Russians.

WASHINGTON UPI — The collapse of a project to train pigeons for jobs as pill inspectors only be viewed as * major social tragedy. Dus to automation and other technological advances, unemployment among pigeons has In recent years reached scandalous proportions. Even homing pigeons, who are generally industrious and seldom drink on the job, have trouble finding work. Most people in need of messengers call Western Union instead. Nor can pigeons return to traditional bird trades, such as eating bugs and otherwise keeping the forces of nature In balance. They have lived in cities too long for that. As a result, they have become misfits and a burden on society. They hang around in public parks all day, intimidating statues and passers-by. It is apparent that the only way pigeons can be restored to a useful role in our modern, complex civilization is to teach them new skills. A psychologist who trained

two pigeons to serve as inspectors on a capsule assembly line In the plant of a large drug company undoubtedly was on the right track. According to an article in the Journal of the American Paychological Association, the pigeons were taught by means of light'beams to recognise defective capsules and to peck on a window when they appeared. Although they achieved 99 per cent accuracy, the firm decided against employing pigeons as inspectors, apparently in fear that it might damage the corporate image. The experiment did prove a point, however. It showed that pigeons can make their own way in the world If given a halfway decent chance. I am hopeful that the federal government will set up a pigeon training program, possibly in the agriculture department's poultry research laboratory. The lab currently is conducting experiments aimed at speeding up egg production among chickens. It recently Installed an electronic digital recorder that runs hourly checks on 840 coops and reports when an egg appears. We feel certain that with a little training pigeons could do this work just as well and probably a lot cheaper. They might even be better at egg counting than they were at pill inspecting. At any rate, it would keep theih out of the parks.

U.S. Pilots Hit North Viet Nam SAIGON UPI —The United States plastered North Viet Nam today with the heaviest air attack of the year and B52s pounded northern South Viet Nam where intelligence reports indicated a massive new infiltration of as many as 25,000 fresh Communist troops. U. S. Navy and Air Force pilots ranged throughout North Viet Nam hitting bridges, highways and shipping on 72 missions over the Communist nation. A Navy spokesman
called it the greatest bombing day since President Johnson ordered a resumption of bombing raids over the north last Jan. 31. Communist anti-aircraft fire downed one of the attacking planes and its pilot was lost. The B52 S t r a t o f ortresses from Guam hit the Communists about 20 miles southwest of Da Nang, the coastal city which is the center of Buddhist agitation against the Saigon government.

By Rick Du Brow HOLLYWOOD UPI — The second network television documentary in recent weeks about the problems facing today's hard-working policemen was presented Tuesday night by “CBS Reports.” N The one-hour program was on solid footing as it took a sympathetic approach to the officer (m the beat and the tremendous burden he has to carry, often at the risk of his life. Joseph Wershba, producer of the documentary, entitled “The Policeman’s Lot,” summed up the approach of the tour in a pre-broadcast attitude he expressed: “The vast majority of police officers are decent men and women performing a difficult and absolutely essential job that most of the rest of us wouldn’t touch with a 10-foot pole." Centering mainly on the New York and Chicago and Chicago police departments, the program went over the current topics best known to the public,
and made its points succinctly and well, even with some originality. The reason for emphasizing the big city examples, the documentary properly explained, was that pretty soon eight out of 10 Americans will live in metropolitan areas, and New York’s problems will be theirs too. Nothing in the hour was more telling and pungent than an interview with one police official who capsulized the problems thusly: Learned, persons, even judges, are split over what to do in some of the controversial areas, yet the officer on the beat is expected to do right all the time while trying to keep in mind all the pressures and legal points.
