REJHC Official Resigns Rest PORTLAND UPI — Harold Floyd resigned as Jay County Rural Electric Membership Corp. manager after a newspaper questioned the sponsorship of a trip to Africa, including a hunting safari. Clynae FVsher, president of the corporation, confirmed that Floyd’s resignation dated March 22 became effective March 24, the day before the umual membership meeting was held. Floyd held the $16,000 a year position for 16 years. The Portland OommercialReview published a story last Oct. 14 saying it could find no subatautintton in a checkup with officials in Washington that Floyd had aver been sent abroad by the federal government. Hie newspaper said Floyd told the Portland Rotary Chib in an Aug. 17 speech be was sent to Africa under sponsorship of the Stats Department “to export the idea of rural electrification.” Tha newspaper said the corporation’e annual membership meeting attracted more tiiww 1,000 persons last Friday night but no report was given on Floyd’s resignation. Fleeber told the OommercislReview Monday that key officials of the Rural ISectrification Administration in Washington were in Portland March 18 to demand the ouster of Floyd. Three Flops At Cape Kennedy CAPE KENNEDY UPI — Launch teams, frustrated by three firing flops in three days, today tested two troublesome rockets for renewed attempts at shooting a Star Gazer satellite and an Atlas-Centaur launcher into space. The firing schedule for both the 2,900-pound Orbiting Astronomical Observatory (OAO) and the Atlas-Centaur rocket was in doubt. All that was certain was that nrither would be Munched today. The high-powered Centaur, carrying a model of the surveyor soft-landing spacecraft it will send to the moon in May, was expected to be put off until at least Monday, but a longer delay for the OAO was lately. The OAO, a $50 million satellite equipped with 10 telescopes, had its second launch

attempt halted Wednesday after its Atias-Agena roared into life and then quit before it left the ground. Project officials blamed the trouble on the failure of one of the Atlas booster’s three main engines to reach full thrust during the four-second period the 117-foot vehicle was anchored to the launch pad for just such an eventuality. Aa a result, the automatic sequencing system which controls the final events of the countdown automatically shut down all three Atlas engines and two small control rockets.

Object From Sub Is Hoax KILKEE, Ireland UPI — A mysterious cylindrical object believed washed ashore here from the sunken American submarine USS Thresher appears to be a hoax, the U.S. Navy said today. The Thresher was lost off Boston in 1963. “On preliminary examination it appears to look like a fire extinguisher which has been painted to look like something else,’’ a spokesman said. “It seems to be a hoax by someone with a very poor sense of humor,” he added.
