32 Held For Draft Dodging WASHINGTON UPI _ The FBI today arrested 32 persons^ Including a group of fathers and their sons, on charges they were involved in a draft dodging scheme built on the sale of stolen reserve unit credentials for prices ranging up to 85,000. The FBI announcement «sid the ring obtained draft deferments in the Air Force Reserves using forms that falsely certified a person was a member. Steals Police Chief's Ante PLAINFIELD UPI—Steven Michael Binder, 17, was back m custody today after escaping Tuesday from the Indiana Boys School and stealing the patrol car of Plainfield Police Chief Gene Gray. Gray said he saw the South Bend youth near Plainfield High School and took him into custody. Gray said he had to handcuff Binder when he refused to get into the patrol car. The police chief said he put Binder in the car on the passenger side, then walked around to the driver side. In the meantime, Binder shd over behind the wheel and drove away before Gray could stop him. Gray caught a ride with a passing motorist and apprehended Binder a second time at Bridgeport where Binder had to stop lor traffic.
