Three Big Issues By Republicans Face Demos

The Korean war helped turn the Democrats out in 1952. The war in Viet Nam might repeat against the Democrats this year and for some time after. Meantime, food prices are up at market check-out counters. That will be the basis of the Republican campaign against the High Cost of Living HCL. HCL is the ideal campaign issue because nobody can be in favor of it. It can be argued, of course, that the issue does not exist
and that the cost of living tat fact is not Ugh. Such arguments are a sure loser if the womenfolk believe food pricee are up. It is difficult to argue against the fact that the wholesale price index rose by one half of 1 per cent in January after a long period of comparative inactivity. That represents an increase of 6 per cent on an annual basis if the January rate continues. A 6 per cent increase in the wholesale price index would be so inflationary as to be unacceptable. If prices continue to rise, LBJ surely will propose more taxes as a brake on currency infla-
tion, which would hold the price line. There is no indication, however, that the Great Society will impose pay-as-you go economy on government. Pay-as-you-go would compel the government to live on tax revenue instead of on borrowed money. The deficit spenders of borrowed funds have been nudging living costs higher for more than 80 years. LBJ is indulging in more of the same. In the five Kennedy-Johnson years since President Dwight D. Eisenhower left the White House the public debt has risen about |30.5 billion. The average annual Kennedy-Johnson deficit to date has been $6 billion.
LBJ has budgeted for a 81.8 billion deficit in the next fiscal year but his figures are challenged on grounds that the budget is gimmicked with income derived from sale of federal assets. Estimates of the real deficit likely to flow from LBJ’s latest budget program range up to 19 billion if the gimmicks were eliminated. It is likely to be. several billions more than $1.8 billions in any circumstanc-
