ffca resolution on long range fUmning, which was adopted la its final form January 10, 1966, by the City Council, holds important promise for the future development and redeveldpment of Greencastle. The City Council reaffirmed Mi position as favoring the

principle of city planning and declared the need for professional help tq formulate such a plan. The County Plan Commission will soon be selecting a consulting firm to develop a long range plan for Putnam County and the City Council has authorized the City Plan

Commission to employ the same firm. Employment of the same company by the city and the county will be more economical (which will financially benefit the taxpayer under city and county government). Cooperative efforts will continuously occur between the two plan commissions, resulting in a greater opportunity for an integrated, synthesized program where city and county are mutually affected. When negotiations for the contract are completed, the City Plan Commission will decide what areas of community planning are to be drawn up by the planning firm. Available funds will be the limiting fac-

tor to the number of areas which call be developed comprehensively. Some of the areas which can be included are transportation and streets, utilities, schools, land use, recreation, and community facilities. First, however, the consulting firm will secure essential data on which to base proposed plans to the Plan Commission: base maps, population, economic base, existing land use and any other statistical information considered to be important. The next decision to be made will be community goals and objectives. Our Plan Commission’s choice of directions for community growth will guide the planning firm and Commission,

as each aspect of the whole

project is developed.

When the firm has completed the job on paper, consultants can be used to assist the Plan Commission prepare programs which will implement the development plan. Besides giving help in drawing up new, or revising present, ordinances for use of land and buildings, the consultants may assist in formulating a Capital Improvements Program. It includes a longrange fiscal and financial plan to carry out the goals and objectives originally set up by the City Plan Commission. The consultants can also aid in the preparation of nationally recognized codes for housing, build-

ing, plumbing, electrical and fire prevention. Every governmental unit within the city will be involved to some degree in this significant endeavor. Many hours will be devoted to study and discussion of recommendations in order to develop the best plan possible for Greencastle’s future. Citizens will have a vital part to play in the procedures. The planning firm has from eighteen months to two years to complete the project and many meetings will be held between the various groups responsible for or interested in the wortc. After the plan is completed and approved by the City Plan Commission it will be presented

by the Commission to the City Council with a recommendation that it be adopted by the Council. The City Council will hold a public hearing on the proposed plan, and if there are no major objections, the plan will be officially adopted. At this point, the implementation of the long range plan will succeed or fail on the basis of 1) the conscientious endeavor of the city officials to follow wisely the guidelines of the plan over the next twenty years or so, and 2) continuous vigilance and support of the people of Greencastle.

Hold Campout The February Campout of Hoosier Campers Chapter No. 1 of N.C.H.A. was held at Edgewood Lake the weekend of Feb. 4-5-6 with the following people camping, Floyd Clodfelters, Asa Duncans, Larry Applegates. and the Red Luttrells. The weekend was spent ice skating and sled riding. Saturday night we had 2 camping families from the Skeeter Beaters of N.C.H.A. as visitors. We want to thank our hosts Mr. and Mrs. Cecil Nichols for making our weekend so enjoyable. Our next campout will be March 5 and 6.
