shall, who later was to become secretary of stats, arrived in Chungking as a representative of President Truman to act as mediator between the warring Chinese forces at Generalissimo Chiang Kai-shek and Communist leader Mao Tse-tung. Walter Logan, then a UPI correspondent in Chungking and now a UPI editor in New York, recalls some of the de-

Marshall achieved a ceasefire and in tl|e first three weeks the talks produced what Truman later described as “a series of statesman-like agreements on outstanding political and mili-

tary problema. 1 * But the agreements meant little and did not last long. A year later Marshall was to comment: “The greatest obstacle to peace has been the complete and almost overwhelming suspicion with which the Chinese Communist party and Chiang's Kuomintang regard each other . . . both were susceptible to every evil suggestion or possibility. . ..

"They each sought to take counsel in their own fears.** What Marshall sought was an agreement which would integrate the Chiang and Communist forces into the same political and military structures — an idea which, in the light of another 20 years of experience, now seems naive. Politically, it Involved setting up a people’s political consultative assembly with Both Communist and Kuomintang repre-

sentation. Involved also was talk of a new constitution and representational government. Negotiations were interrupted by constant bickering. Die-hard right-wingers refused to give an inch to Chou Enlai, chief Communist representative and now Red China's premier. Wang Ping-nan, a bulletheaded Communist veteran married to a German, always referred to the Chiang Kai-shek

forces as "das puppen." Militarily, Marshall sought aa integration of forces which would see Chiang forces in the south. Communist forces in the north and a blending in the center. The whole came to nothing and in the end it was discovered that even as the talks had gone on, the Communists had been increasing their forces constantly.
