INDIANAPOLIS UPI — If Indiana is chosen as the location for a costly 200-billion electron volt ’’atom smasher” sought by Governor Branigin, construction will be delayed probably because of the war in Viet Nam. Among the items in President Johnson’s budget recommendations to Congress today was one saying the Atomic Energy Commission would put off requestioning funds, to build the! 3375 million facility until a site has been selected and a. design approved. “Studies are being made to choose the most appropriate site for a . . . circular proton accelerator,” the President’s message said. “This accelerator, with supporting equipment and facilities, has an estimated capital cost of about 5375 million. Design funds for the 200BEV machine will be requested once a site has been selected and the design has been approved.” Branigin and most state and congressional leaders from Hoosierland hope the government will choose the Eagle Creek site just northwest of Indianapolis, for which a starstudded committee of 75 persons prepared an elaborate sales brocrure.

Sub-zero cold gripped Indiana today with temperatures as icy as 10 below recorded in the wake of a weekend snow up to six inches deep. Greensburgh, long known as the “icebox of Indiana” because the coldest temperature in recorded history was observed there on Groundhog Day of 1951 when it reached 35 below, recorded 10 below this, morning at John Hannon’s rural weather station. It was 3 below at Indianapolis, coldest reading there since last Feb. 4. Chicago recorded 8 below, Cincinnati 1 below, Evansville and Fort Wayne zero, Louisville 1 above, Lafayette 2 above, and South Bend 5 above. Snow which fell Saturday measured up to 6 inches at Louisville, 3 at South Bend, Indianapolis, Cincinnati and Chicago, 2 at Evansville, and 1 at Terre Haute and Fort Wayne. It created traffic hazards and contributed to the weekend fatality toll of 11. The extreme cold, worst of the season over most of the state, also contributed to a fire death of five during the weekend in Indiana. Slight moderation in the weather was expected today, but a cold week was in store with temperatures averaging 8 to 12 degrees below normal highs of 33 to 44 and normal lows of 17 to 27. “Cold throughout the period with only minor moderation from time to time,” the five-day outlook said. Lows tonight will range from zero to 10 above north, and 5 to ID above elsewhere, coming after a cold day with highs ranging no warmer than 10 to 22. Top readings Tuesday will range from 15 to 28.
Full Impad Of Strike Yet To Be Determined
NEW TORE UPI—The economic impact of New York City’s crippling 12-day transit strike may take months to assess.
In announcing an end to the strike on Jan. 13, Mayor John V. Lindsay estimated the economic damage at 5500 million. This figure was soon revised upward to a “conservative” 5800 million by Ralph Gross, vicepresident of the city’s Commerce and Industry Association. By the end of the first poststrike week some were even saying the cost would reach one billion dollars. To date no one really knows what the strike cost New York City employers and employees. “It may take weeks before the complete figures are known” Gross said, "but it is abundantly clear that the city’s economy was struck harder than at any time since the great depressipn.’’
Dun .■•. and Bradstreet said it would take a month before they would be able to compile any record of how much was lost and how many businesses went bankrupt as a result of the strike. The impact, however, is great. Early estimates maintain the city’s wage earners lost $25 million a day and their employers lost 500 million man hours of worktime.
Retail sales fell 25 to 85 per cent, forcing many small businesses to close down.
The Federal Reserve System said the city’s business gauge of check transactions dropped by a monumental $347 million during the strike.
The city’s new finance director, Roy M. Goodman, said the strike cost the city government $6 million a day. $4 million in overtime payments and the rest in lost revenue.
More than 60 per cent of the city’s 514 billion a year garment trade industry’s goods went undelivered because of the car clogged streets while the garment shop’s business itself ground to a near standstill because of employee’s inability to get to their jobs. The biggest worry of all to most industries was that many of the nation’s retailers had turned to other cities to fill their wholesale orders during the strike. “Once they’ve got their foot in the door you can bet those other manufacturers will try to hold on to the business,” said Mark Richardson, executive vice president of the Chamber of Commerce, expressing the widely held fears of New York industry. The hardest hit, and the least able to withstand the blow, were the small stores and businesses, who lacked the capital margins to withstand 12 days of bad business.
