Officers said there was no indication the incident involved a security violation at the atomic research facility, but the FBI immediately began an investigation.

UPI — Unless someone can identify him, a 3-year-old boy will be routineRhodesia Peace Terms Discussed LONDON UPI — Rhodesia’s chief justice conferred today with top British officials, reportedly over the peace terms to be extended to rebel Premier Ian Smith's regime. Sir Hugh Beadle flew in unannounced from Salisbury Tuesday and planned to stay three or four days for talks with Prime Minister Wilson and Commonwealth Relations Secretary Arthur Bottomley. It was reported he also hoped to meet with opposition Conservative leader Edward Heath before leaving, and it was thought the two might meet today. Meanwhile, a military mission dispatched by Wilson was due to arrive In Zambia today In connection with soon - to-be announced new sanctions expected to be imposed on Rhodesia to crush the illegal regime. Zambia borders on Rhodesia, and there was speculation that the mission’s task was to pave the way for British troops to enter Rhodesia if and when the Smith regime topples. Beadle, Wilson and Bottomley conferred late Tuesday, and government spokesmen denied that Beadle had planned to try to convince the British government that it should enter peace talks with Smith.

ly buried in this Southern Michigan town later this week, known only as “little boy blue.” The boy, clad in a blue quilted ski jacket, red shirt, black corduroy pants and blue socks, was found by a rabbit hunter in an outhouse on an abandoned farm near here. An autopsy revealed the lad had been beaten to death. Their only clue, authorities said, is a label inside the boy’s shirt: ’’Matt Peters Jr.” They don’t know whether the brand is a national one or what kind of distribution it has. No one has claimed the boy. His description: Brown hair, 35 inches tall, 25 pounds with that sturdy, well-fed look. Police theorize no one has claimed the boy because those who know him may be his murderer, or murdereds. They believe either the parents slew the boy or they are dead themselves.
Assassination Plot Foiled LAGOS, Nigeria UPI—Maj. Gen. Aguiyi Btonsi, head of Nigeria’s interim military government, survived an assassination attempt Tuesday and his assailant was killed, radio reports said. The reports also said 50 army officers were killed Tuesday in a power struggle in Africa’s most populous nation, which was rocked by near civil war after an unsuccessful coup Saturday by dissident jimior army officers. The coup was triggered by allegedly rigged elections in Western Nigeria last October. Finance Minister Chief Festus Okotie Eboh also has been killed, according to the radio reports which quoted a government spokesman. Eboh vanished along with Prime Minister Abubakar Tafawa Balewa on Saturday. They were presumably kidnaped by the rebels. Balewa’s fate was not learned.

Fortunately for show business and themselves^ however, some performers, after years of undergoing a number of successes and failures, take a mors realistic viewpoint shout getting to the summit. School Budget Planning Is Complicated Activity

He attended San Diego State for a period but eventually shifted to U.C.LA. where he majored .in math and science. He also found
time to appear in a number of college dramatic productions before his graduation in 1950. A member of the National Guard, Dave was called into service shortly after the Korean War broke out. While in the Army, he appeared in almost a hundred shows. Among Dave’s TV credits are appearances on such TV shows as Matinee Theater, Meet Milie, Sally, The Joey Bishop Show and a regular role on I’m Dickens. . . . He’s Fenster. His comedic . flair in the movie Oood Neighbor Sam prompted producer David Swift to give him the role of Spiffy in Gamp Runamuck. Married to folk singer Louise Bryant, Dave and his wife are the parents of a daughter, Nicole, who is almost two. "She is, of course," he said with mode seriousness, "one perfect child!” There are many who wish that that adjective, along with its application to Nicole, could be applied more frequently tfl the medium in which her fathei presently, toils.
By David Nydlck UPI Education Specialist Planning of a school budget is a complicated and extensive activity. It is an important responsibility of board members and the entire staff. It affects all aspects of the school operation as well as the staff and program. A budget is the translation of the quality and curriculum of a school in terms of money. The superintendent of schools must obtain, discuss and evaluate requests of staff members which he finally compiles into proposed budget for presentation to the board of education. The board members carefully examine the recommendations in order to maintain a balanced program, consider the effect of the total cost and relate it to their educational philosophy. They must consider the educational aims of the community as well as the ability and willingness to provide funds. Often special citizen’s advisory committees are appointed. Public meetings are held to explain the budget and to obtain citizens’ reactions. Adjustments are made and usually after many months of review and investigation a final budget is accepted. This may be the last step or the budget might be presented to the community for a public vote, or it may be presented to another governing group such as a city council for approval. This will depend upon the particular laws of the state. In any case, the school budget is an important responsibility for every member of the community. It determines in many ways the quality of the educational program. The cost of the
program should be realistic. False economy is as bad as wasteful spending.
Branigin OK's Pay Increases INDIANAPOLIS UPI—Governor Branigin Tuesday approved a pay hike for 2,152 highway department employes which will amount to about $260,000. But Indiana highway executive director Martin Hayes said the increase would not replace all the men lost through resignations during the past year. “We will need another 50 graduate engineers before the summer is over but I don’t know if we will be able to get that many,” Hayes said. He added, however, Branigin’s action in approving the pay hikes for 25 job categories “certainly will help’’ in the state highway system by the 1972 federal deadline.

Col. George W. Putnam of the Army aviation school at Ft. Rucker, Ala., told a news conference that the Army now is graduating 3,500 copter pilots a year — more than triple the number before last summer. Nearly all are going directly to Viet Nam, he said, where copters have become an “accepted way of life.”
Indiana Traffic Toll Now 83 By United Press International Indiana’s 1966 traffic fatality toll stood at 83 today, compared with 57 a year ago. Mark A. Aaron, 18, Indianapolis, died Tuesday afternoon in Methodist Hospital there from injuries suffered in a two-car collision at a city street intersection last Saturday. Aaron’s death raised the toll for last weekend to 17. Meanwhile, the toll for 1965 climbed to at least 1,507 with the death Monday of Allison M. Moore, 65, Indianapolis, from injuries suffered in a fiery crash on the city's south side last Dec. 8. Moore’s car collided with one driven by Roy E. Poland, 73, Morgantown, who, with his wife, Ruth, 69, remain hospitalised from their injuries.
Replaces Vaughn WASHINGTON UPI — Ambassador Lincoln Gordon is returning from Brazil to become assistant secretary of state for inter-American affairs. He will succeed Jack Hood Vaughn, who was named Peace Corps director by President. Johnson.
This New Year’s resolution was proposed today by the Indiana Heart Association for adoption by Hoosier adults — especially those under 65 years of age. Why? Because about 150,000 Americans under 65 die of heart attack each year, while the total at all ages is about half a million. An additional 200,000 die of strokes, about 40,000 at ages under 65. The same precautions will be helpful in reducing the risk of both conditions, the Heart Association said. Everyone, young or old, can benefit by taking the following precautions: 1. See your doctor for regular check-ups. 2. Reduce if overweight. 3. Under doctor’s guidance, eat less fat. 4. Control high blood pressure. 5. Stop smoking cigarettes. 6. Get regular exercise. 7. Winter Weather Chills Indiana Temperatures failed to fall to zero in Indiana early today after reaching that point two mornings in a row, but some areas recorded their lowest readings of the season. South Bend, which had zero minimums early Monday and Tuesday, had an overnight low of 8 above today. But Lafayette recorded 3 above, Fort Wayne, Indianapolis and Terre Haute 6, Evansville 10, Cincinnati 11 and Louisville 12. The Indianapolis minimum was three degrees colder than the previous low for the season. A slight warming was due to develop over the state today, continuing at least until Friday night. Highs today will range in the 20s, lows tonight from 10 to 23, said highs Thursday from the upper 20s to the 30s.
Loses Both Legs MUNCIE —UPI—Earl Howard, 46, a Norfolk & Western Railroad switchman, lost both legs early today when a switch engine backed over him at a downtown crossing. Howard told police the engine struck him as he crossed the tracks to deliver a message to the conductor of an approaching freight train. The engineer of the switch engine did not see Howard. Howard was reported in satisfactory condition at Ball Memorial Hospital.
Court Rules On Motor Vehicles INDIANAPOLIS UPI — A U. S. Supreme Court ruling that states cannot collect property taxes on motor vehicles owned by servicemen temporarily stationed there will have no effect on Indiana revenues. Officials said Indiana already has a policy of permitting servicemen stationed here to license and register their cars in their legal home state and to pay no taxes on the vehicles locally.
