Hear Testimony In Sea Disaster MIAMI UPI — A formal U. S. Coast Guard board of inquiry convenes today to hear testimony about the fire at sea that caused the sinking of the cruise ship Yarmouth Castle, and the death of 89 persons. A member of Congress said he planned to observe the hearings into the sinking of the liner to determine if stiffer laws are needed to protect U. S. citizens who sail on foreign flag vessels. Three high ranking Coast Guard officers were scheduled to convene the formal inquiry in a court room here at he request of the government of Panama. The Yarmouth Castle, which burned and sank early Nov. 13, was of Panamanian registry. The inquiry was scheduled to start at 2 p. m. EST. The board will attempt to determine answers to at least two questions: — What caused the fire that burned the 5.002 ton vessel to the waterline in less than five hours. — Was the conduct of the ship's crew and officers during the fire above reprimand. Rep. Edward Garmatz, DMd., the chairman of the House Merchant Marine Committee, said he planned to attend the hearings to determine if legislation is needed to protect U. S. citizens.

Armed Groups Seize Buildings SANTO DOMINGO UPI — Armed gi-oups seized seven buildings in city of Santiago early today and proclaimed Alcibiades Espinosa president of the Dominican Republic, reports reaching here said. The reported action in Santiago, the country’s second city about 100 miles northwest of the capital, followed the arrival there Sunday night of U. S. troops. Other troops of the InterAmerican Peace Force were deployed in various strategic positions in the northern and western sections of the nation during the night and amid continued reports a coup was being planned. General Strike Efforts Fail SALISBURY. Rhodesia UPI — African nationalists today tried to organize an anti-gov-ernment general strike in Bulwayo, Rhodesia's second largest city, but the effort largely-

failed.

Authorities in Bulwayo, 250 miles southwest of Salisbury, earlier today seized news photographs of black nationalist leaders from Life Magazine correspondents. It was the first censorship of outgoing dispatches by the rebel regime. Police patrols around Bulwayo, a nationalist strong hold, were the heaviest since Rhodesia declared its independence from Britain 11 days ago. Officers used dogs to break up crowds at bus stations. Several arrests were reported as demonstrators hurled rocks through a bus window.
