By Gaylord P. Godwin WASHINGTON UPI — The Agriculture Department is publishing a booklet explaining that the best way for families to avoid overspending is “to set up realistic financial goals and use a budget to attain them." Family economiists of the Agricultural Research Service have prepared step-bystep advice on how to set up and use a budget and issued it in a 14page booklet called “A Guida to Budgeting for the Family.” The booklet also contains basic information about how to use consumer credit wisely. The booklet suggests that families in establishing priorities for expenditures classify goals as: long - range, to be reached in 10 to 20 years; intermediate, up to 5 years: and immediate. Then, the booklet says, the family can budget some savings toward long-range and intermediate goals so that these goals will not get lost in the day-to-day demands. The economists warned that while consumer credit is available, it costs money and many families are unaware what they pay for it. The economists said the cost of credit varies from dealer to dealer according to the size of the purchase, the length of the loan period, and the credit repuation of the borrower.

“Credit charges count up,” the economists warned in the booklet. “In general, the longer you take to pay — that is, the smaller your monthly payment — the higher the cost.” The budget guide can be obtained free from the departments office of information. Freeman said the food stamp program would be extended to low income families in 32 additional areas in 18 states during November. This will bring the operating programs to a total of 159 in 34 states and the District of Co- ; lumbia. Freeman said Rhode Island and Vermont will have food stamp programs for the first time this month.

To clean a steam iron, first fill it with clear white distilled vinegar and steam for two minutes. Then let the iron stand overnight with the vinegar in the reservoir. Thoroughly rinse the iron with clean water.

An apple cut in half and plaved in the cake box will keep the cake fresh several days longer.

Partners Are Partners The Whole World Over By Alfred Sheinwold Irony is man’s only defense against a hostile fate. This is especially true in bridge, where you must struggle not only against bad cards and two opponents, but also against your partner. The thought grew out of a well-filled glass a few weeks ago in a small bridge club in Paris.

South dealer Neither side vulnerable NORTH A AQ V K 6 4 3 O 542 A A963 WEST EAST A 109872 A KJ53 V 102 V 5 0 K 6 3 O QJ109 ♦ 5 42 ♦ K 108 7 SOUTH A 64 V AQJ987 O A 8 7 ♦ QJ South West North East 1 V Pass 3 V Pass 4 V All Pass Opening lead — ♦ 10 West led the ten of spades, and my partner tried a finesse with dummy’s queen. East took the king of spades and returned the queen of diamonds to the ace. My partner drew trumps and then tried the club finesse. East took the king of clubs and defeated the contract with two diamond tricks. “It is not my night," my part-

ner complained. “Tw’o finesses, ind they both failed.” “A great pity,” I agreed. “I have partners in the United States who are just as unlucky. EARNS A DRINK My tone was sympathetic, and my partner u'as soothed, but my good friend Jose Le Dentu chuckled at the irony and refilled my glass. The brilliant author of the new “Bridge a la Une,” has had his own share of unlucky partners. The point was that my partner created his own bad luck when he took the spade finesse at the first trick. The contract is unbeatable if he wins the first trick with the ace of spades. South draws trumps with the ace and queen and then leads the queen of clubs for a finesse. East can take the black kings and lead a diamond, but South still has the ace of diamonds. He takes the first diamond, cashes the jack of clubs, and gets to dummy with the king | of hearts to discard a diamond on the ace of clubs. DAILY QUESTION As dealer, you hold: S-A Q H-K 6 4 3 D-5 4 2 C-A 9 6 3. What do you say ? ANSWER: Bid one club. Avoid opening with a very weak four-card major suit (like the hearts). Prefer a weak minor suit.
