Beating Declarer May Not Be Enough By Alfred Sheinwold When you’re defending at rubber bridge you make sure of the setting trick and then look around for extra tricks. In tournament bridge you must sometimes look for the extra trick before you have made quite sure of the setting trick.

West opens the ace of diamonds and switches to the three of hearts. At rubber bridge East would take the ace of hearts and return a diamond for West to ruff. West would cash the king of hearts to take the setting trick, and both defenders would go on to the next hand glowing with satisfac-

tion.

This is not enough in tournament bridge. “The Complete Book of Duplicate Bridge" points out. This fine new book by Norman Kay, Fred Karpin and the late Sidney Silodor observed that East-West should try for 200 points. If East trusts his partner, he should play the queen of hearts at the second trick instead of the ace of hearts. If West is a fine player he will lead the three of hearts only if he has a high heart, which must be the king. If West’s earts were headed by the ten he would • lead the ten or some such high ^card to indicate that there Is no future in the suit from his point of view. GETS TWO RUFFS ' Tf East wins the second trick

*

• with the queen of hearts he can [lead a diamond for West to ruff,

and West then leads another heart to the ace to get a second diamond ruff. The same result is accomplished if East takes the ace of hearts first and returns to the ten of diamonds to indicate that he has a possible entry in the high side suit (hearts rather than clubs). West ruffs and leads a low heart to the queen instead of cashing the king of ; hearts. Either method produces 200 points instead of just 100 points for the defenders. This is splendid and necessary in tournaments, but a waste of time at rubber bridge. Suit your methods to the game you are playing. DAILY QUESTION Partner opens with one spade, and the next player passes. You hold: S-8 7 5 H-K 10 8 3 2 DA C-10 8 6 4. What do you

say?

ANSWER: Bid one notrump or two spades. The hand is not strong enough for a response of two hearts. Prefer the raise in spades if your partner avoids opening with a weak four-card spade suit.

Top Level Confab Is Called Off ALGIERS UPI — The AfroAsian summit conference was postponed indefinitely today, and many delegates said they doubted the meeting ever would be held. Communist Chinese opposition scuttled the summit, which was to have opened Friday. Foreign ministers or their deputies from 45 Asian and Latin American nations reached the decision to put off the conference late Monday night and announced it officially early this morning. It was the third postponement this year. The decision followed three

days of sometimes bitter behind - the - scenes talks which Philippine Foreign Minister Salvador P. Lopez described as “the death knell of Afro-Asian solidarity.” In a face-saving resolution, designed to paper over their differences, the ministers said they agreed the summit parley should be called off for the time being, but should be held at Algiers “at a date to be decided later.”

Administration CHICAGO UPI — The Johnson administration tried to change the language in a public records bill to give “almost unlimited authority to the president to establish broader secrecy practices,” the Sigma Delta Chi Freedom of Informa-

tion Committee said.

The watch dog committee of the national professional journalistic society said in its annual report that the administration changes “would have warped the whole impact of the legislation from ‘open government legislation’ to ‘closed gov-

ernment legislation’.”

“It would have given cabinet officers the widest discretion and would have put the burden on the press to prove information should be made available rather than forcing officials to prove why it could be withheld,” the committee said. The committee also criticized the Post Office Department's long refusal to publish the names of young men hired as summertime employes. The secrecy issue arose after several newspapers revealed that the Post Office Department was distributing thousands of jobs j as congressional patronage.

But committee investigators said Newton and Gilbert E. | Blizzard were partners in the Heritage Garment Works of ! Columbia, and manufactured robes and paraphernalia, inj eluding “blood drop insignia”
