Russ Appeal To India, Pakistan MOSCOW UPI — The Soviet government made yet another appeal today for “the immediate ending of military actions” between India and Pakistan — the third such appeal in five days. A statement issued by the official Tass news agency said the Soviet government “is seriously alarmed” by the march of events and again calls on India and Pakistan “to display reason.” It said an expansion of th* conflict “will invariably create new problems which may turn out to be even more difficult of solution.” “The settlement of the conflict is primarily the concern of India and Pakistan, but in the situation that is taking shape much depends also on other states,” the statement said. "All states must exert efforts to extinguish the conflict and stop the bloodshed between India and Pakistan. “The Soviet government reminds that it is ready to provide its good offices in this matter if, naturally, both sides should wish that"
