O'Brien Heads Postal Dept. WASHINGTON UPI—White House aide Lawrence F. O'Brien, a charter member of the late John F. Kennedy's “Irish mafia,” soon will take over as the nation s new postmaster gen-
eral.
President Johnson announced Sunday that Postmaster General John A. Oronouski, the first American of Polish descenf to serve in the cabinet, would be nominated to be U.S. ambassador to Poland, succeeding career diplomat John Moors Cabot. Johnson said that the 48-year-old O'Brien, as postmaster general, would “continue to be a strong right arm to the President.” He lauded O’Brien, his top congressional liaison, as a “wise counselor, gifted strategist, efficient manager, and warm humanitarian.” The appointment of Gronouski to the Warsaw post, the President said, was in keeping with his 1964 pledge of “building bridges across the gulf which has divided us for two decades from the people of eastern Europe.” Johnson’s appointment of O’Brien seemed to presage a return to the long tradition of politically oriented postmaster generals. The Post Office Department is a treasure trove o£ patronage and during most of the administration* of Presidents Franklin D. Roosevelt, Harry S. Truman and Dwight D. Eisenhower it was administered by national party chair-
men.
The president praised O’Brien as “the key legislative architect of the New Frontier.” It was expected that the affable Springfield, Mass., native would continue to function as an important behin-the-scenes negotiator in the capital. Gronouski, who was named postmaster general by President Kennedy Sept. 30, 1963, and reappointed by Johnson last February, is a pipe-smoking former economics professor with wide experience in the fiscal side of government. Prior to coming to the cabinet he served as Wisconsin’s state commissioner of taxation.
New Approach To Turk Crimes By JOHN LAWTON United Press International ISTANBUL UPI — In a cramped, two-roomed office in downtown Istanbul two women police officers are pioneering a new approach to juvenile crime in Turkey. Their efforts could lead to drastic changes in Turkish law governing juvenile delinquency —putting it on a par with west European standards. Today in Turkey, young lawbreakers between the ages of 11 and 18 years are tried by adult courts. If found guilty they end up, more often than not, in over-crowded prisons along with some of the country’s worst criminals. But, now government commissions are studying the possibilities of setting up special children’s courts throughout the country. A corps of qualified juvenile crime prevention and probation officers is being formed and special institutions for convicted delinquents being established. This year, the first batch of 30 students was graduated from the four year old Social Work Academy in Ankara. It is hoped that these, and future graduates, will form the nucleus of Turkey’s future force of juve-1 nile welfare workers. In the drive to modernize the prevention and prosecution of juvenile crime in Turkey, the Istanbul Police's Children’s Bureau is playing a major role. Founded three years ago, the bureau has already dealt with more than 5,000 cases of juvenile delinquency, and compiled a mass of data for the government commissions. The bureau, situated in the central police headquarters, also serves as a "laboratory” for final year students of Ankara's Social Work Academy. “We work as crime-preven-tion officers, researchers and welfare workers all rolled into one,” said Miss Nuran Sayin, 1 bureau head. “But our chief goal is to esstablish the principal that juvenile delinquents should be dealt with separately from adults.” she added. Both Miss Sayin and her deputy, Miss Esin Kantoglu, studied in England the British methods of dealing with juvennile crime. Latest statistics show that one out of every four thefts in Instanbul is committed by juven-
iles.
