Editorial-Wise Minority Flouts Authority The United States has definitely lost face, at least momentarily, by dropping its demand that Russia and 11 other nations pay their U.N. debts or lose their voting rights. The United Nations General Assembly has lost power which it may never be able to regain. The United States, in all probability, can survive its embarrassment but the world organization appears to have been permanently weakened. U.S. officials expect congressional criticism and tougher sledding for their future requests for funds to pay U.S. assessments against the United States. Getting down to the nose-counting stage, the United States found too many countries were afraid that to give the Soviets only a pay-up or shut-up choice would simply cause the Russians to walk out of the U.N. Even if the Soviet bloc and France, which comprise most of those in arrears, made “voluntary contributions'* to ease the U.N.'s financial plight, it will not alter the fact that the world body has passed a constitutional milestone by permitting a handful of members to flout its authority.
