Editorial-Wise High Market Ratings Many of this newspaper's readers are probably not aware that Greencastle and Putnam County have high market ratings in Indiana. According to a survey by Sales Management Magazine. Indiana's rating is 100. Greencastle's market rating is 138 and Putnam County's rating is 93. Seek Backing of Neutral Nations GENEVA UPI — Communist China is conducting a whispering campaign here to influence neutral nations at the 17-nation disarmament conference, it was learned today. Red Chinese diplomats are quietly contacting non-aligned officials at cocktail parties and receptions in Geneva to push the Peking line. Previously Peking has avoided any and all contact with delegates to the conference which it contends is a “conspiacy” between the Soviet Union and Western "imperial-

ists.”

Now, however, the Chinese Embassy in Bern and the Peking consulate in Geneva have become active on the conference sidelines. Neutral sources said the Chinese are also making themselves heard in the home capitals of the eight non-committed countries attending the disarmament talks. Sinatra's Yacht At Newport, R.I. NEWPORT, R.I. UPI — The rented pleasure yacht of Frank Sinatra was back in Rhode Island waters today, its cruise to Martha’s Vineyard Island saddened by the drowning of a crew member. The 168-foot yacht Southern Breeze left Vineyard Haven Tuesday night as the Coast Guard continued an investigation into the loss of third mate Robert S. Goldfarb, 23, of the Bronx, N.Y. The yacht was scheduled to berth at The Moorning here later today. It was forced to drop anchor during the night because of fog. Aboard the yacht with Sinatra, 49, were television starlet Mia Farrow, 19, and actresses Claudette Colbert and Rosalind Russell. Goldfarb drowned in the choppy waters off Vineyard Haven early Tuesday. He had given a life jacket to James O. Grimes of Ireland, a non-swimmer and fellow crewmate of the Southern Breeze, when the eight-foot dinghy in which they were riding capsized. Two girls, also in the dinghy, swam safely to the yacht.

Rep. L. Mendel Rivers, DS. C., handling the bill to get tough with youngsters threatening to burn their draft cards, denounced scattered youth groups demonstrating against U. S. policy in Viet Nam. In some cases the peace demonstrators have called for burning of draft cards as a symbol of defiance. It was at this threat the bill was aimed. Alteration or forgery of draft cards already is a federal offense, punishable by fines up to $10,000 and jail terms up to five years. Tuesday’s bill, extends this punishment to one w r ho "knowingly destroys” or "knowingly mutilates” his draft card.

Jobless Decrease INDIANAPOLIS UPI — The Indiana Employment Security Division Tuesday announced that claims for unemployment compensation went up 4.7 per cent last week over the week before. Director Lewis F. Nicolini said, however, that the claims remained 26.5 per cent lower than in the corresponding period a year ago. Nicolini said 21,195 claims were filed last week compared

Woman Is Elected By Republicans RUSSIAVILLE, UPI — The mother of former Indiana State Treasurer Robert E. Hughes overcame a slight Democratic trend to become the only Republican elected in Russiaville's first ! town election. Mrs. Mabel Hughes, seeking to be the town’s first clerktreasurer, defeated Mrs. Gertrude Younkin, a Democrat. 147 to 129, according to unofficial returns compiled after votes from 277 of an estimated 350 to 400 eligible voters were counted here Tuesday night. The returns were to be filed today in Howard County Circuit Court at Kokomo and presumably for checking later by a canvassing board. Russiaville took on the status of a town after the Palm Sunday tornado last April 11 devastated the unincorporated rommunity, forcing a complete rebuilding program. Five Democrats were elected to the town board, unofficial results showed. But the margins in two of the races were extremely close.

It also passed without dissent a $1.7 billion appropriation to push construction work at defense bases at home and abroad. Both measures now go to the Senate.
