Franklin's Comments Well, the fair is over, the livestock sold, the cotton candy eaten, and cleaning up and heading home of the 4-Hers just about finished. But. the many memories of exciting events and such as the announcing of that champion or that state fair entry or that free-for-all water fight will live for a long time in the hearts of the generation that made up Putnam County's 1965 , 4-H Fair.

Poll Tax In State
INDIANAPOLIS UPI — The State of Indiana has notified counties that no poll taxes should be collected after this year. A letter went out Monday from the office of the State Board of Tax Commissioners advising county auditors of an unofficial opinion by Indiana Atty. Gen. John J. Dillon that a 1965 state law repealing the poll tax becomes effective in 1965 on taxes collectible in 1966. Previously, the law had been interpreted as taking effect with taxes imposed in 1966 and payable in 1967. The ruling was good news to men ranging in age from 21 to 50, a select group on whom the tax has been imposed for many years. But it was bad news to budget makers on a local government level. These officers and agencies already have advertised their budgets for 1966 and figured poll tax levies as part of the revenue to be received for defraying operating costs next year. The 1965 Legislature repealed the poll tax imposed on both a state and local level. The state poll tax is $1 for each male in
the 21-50 age group. In addition, local governmental units levy additional poll taxes ranging from 50 cents to $2. Walter Horn, director of the Indiana Taxpayers Association, said it is impossible to figure how much poll tax is collected in Indiana. But he said it probably would run between $3 and $3.5 million a year. The $1 state poll tax raised $710,356 in the semi-annual collection last May. Richard Worley, who was chairman of the state tax board at the time the poll tax repeal was enacted, took the view that until a formal ruling on when it became effective was received, the poll taxes should continue to be collected. But research showed the repeal already is in effect. Removal of the poll tax from the local budgets currently being advertised probably would represent a fairly negligible loss in most cases. But even a few hundred or a few thousand dollars’ loss will hurt local governmental units which, in the face of rising tax rates, have pared their estimate expenditures to

At the same time, the Chief Executive needled congressmen at the signing ceremonies about a pay raise bill under consideration by the House which would give federal civilian workers a 4.5 per cent boost. This is twice the increase recommended by the administration. As an “employer,’’ Johnson said piintedly, he hoped he would not become the “chief wrecker of the wage-price non-inflation-ary guidelines” of 3.2 per cent.
