I'unitrd Press International President Johnson has made j. down payment on his debt to organized labor and shortly will pay off one political mortgage altogether. He can burn the mortgage when the Senate takes away from all 50 states tfce right every state has enjdyed since the Constitution became effective to permit or to forbid compulsory unionism within its borders. LBJ's first down payment to labor was made when the House voted 221 to 203 to outlaw right- : t«-work laws in 19 states. This abolition of a right possessed by all states to forbid compulsory unionism was accomplished by repeal of part of the 1947 Taft - Hartley Labor Art. Repealed was Section 14B which guaranteed to the states the right to forbid compulsory unionism. Section 14B was included in the original Taft - Harley Act. It guaranteed workers the right of association. In this instance.

it guaranteed a choice of whether to join or not to join a union. Nineteen states now’ have right-to-work laws which will be scrapped when the Senate adopts the 14B repealer and LBJ

signs it.

Union leaders made repeal of section 14B their No. 1 demand on Johnson in exchange for their votes in the 1964 presidential race. To meet this demand. Johnson was compelled to reverse his position on the Taft-Hartley Act. When Johnson ran for the Senate in Texas in 1948 he was all-out for TaftHartley an a notable defender of the rights of free men against the dictatorship of the union bosses. As a 1948 candidate for the Senate in Texas, Johnson did not need the money or the political organization of the union leaders. It was during and after this stage of LBJ's political career that he also acquired a reputation for opposing civil rights legislation. He needed Negro and left - wing

white votes then no more then th^n he needed the labor lead-

ers.

Johnson's championship of civil rights and his support of the labor leader’s demand for amendment of Taft - Hartley could not have been foreseen that he would reach the White House and have urgent need for union and Negro political support. Quotes Johnson During his 1948 Senate campaign the Dallas, Tex., News quoted Johnson as having said on Aug. 10 in a campaign speech: "I have never sought nor do I seek now the support ; of any labor bosses dictating to j free men anyw’here.” The News quoted him 10 days later as having said there was only two great issues before Texans and the nation at that time. He added: “One is w’hether we should bow our necks to labor dictatorship through repeal or softening of the anti-Communist TaftHartley bill, the other is the question of foreign policy. Questioned recently at a news conference about his opposition

to civil rights some years ago, the President said he had made some mistakes but that he now recognized them. His mistakes evidently extended to Taft-Hart-ley.

PARIS UPI — Yves Saint Laurent, the youngest designer in Paris, presented his new “baby girl” look today, complete with puffed sleeves and bib collars. The press was barred from the opening show of the Saint

Laurent fall - winter collection. Reporters were invited to attend Friday. But department store buyers and manufacturers emerging from the salon raved about his “baby girl” dresses. However, one pointed out they looked like New York resort ready-to-wear sold this summer. They said his young outfits pushed the current Paris youth kick way back to the lollipop, if not baby buggy, stage.
