It follows that the best way to explain the complexities of the federal budget to the average Joe is to begin with the public debt. The public debt increases by nearly $5.5 billion in the fiscal year just ended on last June 30. The public debt increased from $312.1 billion as of June 30. 1964, to $317.5 billion as of June 30, 1965. This is a fact despite the recent headlines about government economy, increased federal revenue and a calculation that the deficit for fiscal year, just ended was $900 million, lowest in four years. These headline# were accurate but misleading. The headlines and the news stories on which they were based could not have made many taxpayers understand that there could be-andre-two perfectly valid def-icit-surplus calculation in use by the U.S. Treasury. One calculation relates to what is called the administrative budget. The other relates to the cash bud-
get.
When a President sends to Congress each January his budget proposals for the coming fiscal year, he is talking about his administrative budget. On Jan. 21. 1964, President Johnson sent to Congress his budget message covering the fiscal year 1965 which just has ended. This administrative budget forecast the government would collect $93 billion and send $97.9 billion, or a deficit of $4.9 billion. That message also covered the cash budget estimates which projected a cash budget deficit o' $2.9 billion. What was not clear In the happy - times - are-here-again stories which came out of Washington recently was that the reported $900 million deficit was a reduction from the $2.9 billion cash budget deficit estimate and not from the projected $4.9 billion administrative budget figure. The cash budget is probably the most useful of the budgetary practices but it is not the budget usually emphasized to the public. To do so would make it necessary to explain the difference between it and the administrative budget. The cash budget reflects the total flow of cash to and from the Treasury and the public. A good definition, from the Wall Street Journal of June 1. was this: "What manes the cash income accounting more meaningful, offcials believe, is that it tots up the transactions of the government's huge trust funds. While outside the bounds of the administrative budget, the trust funds take in more than $30 billion a year from the public and pay out as much. That is about one-third of the money that grow# in and out of the administrative agencies.” The administrative budget deficit in the fiscal year just ended
will be vastly greater than $900 | million although less than the $4.9 billion project in January, 1964. The average taxpayer, being accustomed to debt, probably best will get the idea of how economical government is with his dollars by considering the 1 public debt. It increased, as noted, by nearly $5.5 billion in the fiscal year just ended. That will suggest to the uneasy taxpayer that Washington talks more than It acts about economy. There Is another budget figure that the average Joe is conditioned to understanl. It is the cost of borrowed misey. The annual Interest charge on the public debt Is running above $11 billion.
