Attorneys Argue Repportion Act INDIANAPOLIS TJPI — A panel of three federal Judges Tuesday heard conflicting arguments concerning the constitutionality of Indiana's 1965 Reapportionment Act. Six attorneys, led by State Sen. Nelson Grills, D-Indianapo-lis, Indiana Civil Liberties Union council John Wood, and William Ruckelshaus, Indianapolia. maintained the act was unconstitutional. White said the Indiana Constitution, in its reference to apportioning representation "aI mong the counties” made le- ; gal the formation of districts of both small and large counties. He said the assumption was that the lawmaker of a multi-county district was figuratively divided into sections. As an example, he said the joint senator from Marion, Mor- : gan and Hendricks Counties would be considered divided ! one-third to each county.

5 Deaths Due ^ To Skateboards CHICAGO UPI — At least five children have been killed while riding skate boards, the National Safety Council reported Tuesday. Another 200 persons nave suffered injuries from skateboard riding since April, the council said. One of the deaths involved a 4-year-old Houston, Tex., girl, who fell from the board as her father rode on the back of it. The other deaths involved youngsters who skated into

ears, the council said. Three of the victims were 5-year-olds and the other was a 14-year-old girl. Deaths occurred in Houstin, West Philadelphia, Pa., Columbus, Ohio, New York City, and Fort

Worth, Tex.

“Parents of pre-school age children should recognize that there are definite hazards involved in skateboarding,” John P. Fleming, director of the council’s Public Safety Depart-

ment, said.

He said some U.S. and Canadian cities have put into effect ordinances banning skateboards from streets and sidewalks.

l Fleming said parents should instruct their children in safety rules regarding the new sport. He said children should be warned to avoid skating on I steep hills or sidewalks or drive- ; ways that slant to the street.
