Mtored. A few days ago, the I President repeated his proposal ^ toward which the United States is willing to contribute $1 billion in aid. His plan foresaw new' benefits for 100 million people through the extension of modern medicine, the building of schools, electrification and increased shipments of U.S. farm surpluses for food and clothing. The Mekong raises in the high ' plateaus of snow-swept Tibet and flows 2.600 miles, bordering or flowing through South Viet Nam, Laos, Cambodia and Thailand. Yet, strangely, it is not cross-
ed by a single bridge. Nor at present does it develop a single bridge. Nor at present does it develop a single kilowatt of power. Continuous Studies An economic commission set up by the United Nations completed the first Mekong studies in 1952. Other studies have been continuous ever since. It is especially notew'orthy that despite bitter political difficulties existing between Thailand and Cambodia and Cambodia and South Viet Nam, all have continued their cooperation in the Mekong studies. Twenty-one outside nations
1 already are supporting the Mekong project, carrying out mineral surveys, agricultural experiments, forestry, and fishery studies and investigating mineral possibilities. I Some projects already are under way or will be soon. One, the Pa Mong Dam in Thailand, is expected to start in 1967. It will make the river navigable most of the way from Vientiane to the China Sea. It will provide w'ater to irrigate two and a half million acres. Its electric power potential is rated at more than 1 million kilow'atts. Its storage reservoir will be larger than Lake Mead behind Hoover Dam.
Projects already foreseen Involve a cost estimated at more than $4 billion, most of which will have to come from the countries themselves. Encouraging is the fact that even in the midst of war, the work of developing the Mekong is going forward.
