Vete Is Against Secy. McNamara WASHINGTON UPI — The House Armed Servcies Committee Tuesday voted to curb Defense Secretary Robert S. McNamara’s powers to shut down military bases in the future. The committee, however, rejected a proposal to make its action retroactive to block shutdown of facilities that McNamara already has announced will be closed. In effect, the committee’s action would permit either the House or Senate to vote on future planned closings. The committee acted on the politically sensitive issue through amendments in approving a bill to authorize $1.9 billion worth of military construction during the 12 months starting July 1. The amendment, offered by Chairman L. Mendel Rivers, D-S.C., to curtail the defense secretary’s authority was tentatively approved last week. The committee stamped its final approval today after turning down, 20 to 13, an amendment to make the action retroactive.
