Pays Tribute To War Dead BONN UPI — Queen Elizabeth II today paid solemn and silent tribute to Germany’s war dead and the victims of Nazi concentration camps. The visiting British monarch laid a wreath at a monument raised by the new Germany from the ashes of the Third Reich. The memorial, placed in front of the Museum of Arts, is a bronze plaque four feet high and seven feet long. Its inscription reads, “In memory of the victims of wars and of the rule of force.”
