The agency said agriculture in North Viet Nam “is characterized by an abundance of manpower, an extremely high man-land ratio, primitive culture, and a very limited amount of capital equipment and is therefore stagnant.’’ The report said North Viet Nam is trying to build heavy industry in a primitive agricultural country. It explains that the agricultural sector has the double burden of feeding the population and providing investment resources for new industries. “Agriculture has not succeeded,” the report said. “The five year plan launched in 1961 called for a 148 per cent increase in industrial output and i a 61 per cent increase in agri-! | cultural production. In 1963, the industrial goal was revised i downward to 119 per cent and the agricultural goal to 37 per | cent. "Both revised goals seem be- ! yond reach.” ERS said North Viet Nam has a staggering trade deficit because of large industrial imports and a slow and faltering i agriculture.
