WASHINGTON UPI — The farm bill sent to Congress Monday apparently is not the- administration's final long-range answer to problems of overproduction, low farm income, and the steady trend toward -fewer but bigger farms. This conclusion is seen in the fact that the White House proposed that its new commodity legislation run only for two years. Secretary of Agriculture Orville L. Freeman and his aides at the department had hoped for programs of four years’ duration. This would have given them time to be shaken .down thoroughly, and time for any possible flaws to show up. ’ One farm official said it was apparent the plans are intended to “hold-the-line” while a blueribbon study commission yet to be organized looks into long--range policy proposals. - Another official emphasized the administration proposajs were not stopgap in character. ; He said administration planners "believed conditions changed so •rapid that they want to be in a position to keep farm programs in step with current phases of the economy.
James G. Paton, president of the National Farmers Union, said the farm bill is “unsatisfactory to the Farmers Union in its present form.’’ He said the major deficiency "is the failure of the bill to provide the income that farm families and rural Americans need if they are to survive.” Patton and his farm group ordinarily are staunch supporters of administration moves. But he lashed out at the proposed farm legislation. “The President has entrusted farm policy formation to those in government who know least about agriculture and the bill reflects the know-nothingness,” Patton said. “Looking over the roster of the Budget Bureau, for example, I cannot find anyone who has ever had any experience on a farm or in the Department of Agriculture. “It is high time that the direction of agricultural policies be given back to the Department of Agriculture or to people with experience in farming. I believe that the Congress also recognizes this fact and therefore will take immediate steps to correct the deficiencies in the administration’s farm bill.”

Printers Agree To Hew Contract NEW YORK UPI—Printers and publishers, shaken by the effects of a 16-week newspaper strike in 1962-’63, agreed today
on a new two-year contract providing a $12 weekly package increase and a special automation fund. A representative of seven of the city’s major newspapers said the money package would be offered to the nine other newspaper unions.

Two More Die On State Roads i By United Pr#»» International Two deaths in a single accl dent Tuesday night north of Mishawaka raised Indiana's highway toll to at least 317 compared with 259 on this date last year. Eptre E. Kruis. 25, Elkhart, ahd Charles W. Scott, 42, South Bend, were killed in the collision at the intersection of two St. Joseph County roads. Scott’s wife. Mary, 39, was injured critically. Police said the accident occurred when Kruis drove into the path of Scott’s car. Both vehicles wound up on the lawn of a house owned by Frank ■Pianowski. Pianowski chained -one car to a tree and the second to his porch and refused ..to release them pending a dam- • age settlement. • Earlier Tuesday, Raymond J. J Garrett, S7, R.R. 1, Rockport, • was killed when his tractor
struck a passing car on Indiana 45 in Rockport. Police said the tractor apparently turned left into the side of the car. William Machin, 60. driver of the car, was not injured.
Federal Grant For Terre Haute TERRE HAUTE, UPI — A federal grant of $181,020 will allow the city of Terre Haute to modernize its city-owned bus
system.
The grant announced Tuesday in Washington by the Housing and Home Finance Agency will be used to purchase 18 new buses and related equipment. The grant was made possible by an act of the 1965 Legislature which authorized the city to acquire tha bus system which it already had purchased when the previous owners decided to go out of business.

In 1961 he and Carolyn Ann Lima were convicted of murdering a real estate man during a sex party in his office in Houston, Tex. Carolyn Ann is shown with her mother after her release from prison April 1. Both were within a few hours of execution when a stay saved them. Ashley was found insane.
